17. I can't be sure, but I think it's that he has small irises.

When the iris is unusually small, the white of the eye is often visible all the way around the iris. In most people, a small portion of the iris is covered by the lower lid, and a larger portion of the top by the upper lid. When the entire margin of the iris is visible, it gives the impression the person is staring "wide-eyed", and can cause a misinterpretation of their expression.
