The computer system used by the Homeland Security Department to monitor foreigners entering the United States is extremely vulnerable to manipulation by unauthorized users, compromising the government’s ability to intercept terrorists, a new report by Congressional investigators concluded. The report by the Government Accountability Office warns that someone could easily erase, modify, copy or simply gain access to records of millions of travelers. The computer system, which is set up at 285 air, sea and land ports nationwide, has cost the government $1.7 billion since 2002.
