"Structurally deficient for over 17 years"

Just said on KSTP 5 local news; on a special that has a U of M engineer on saying how this collapse isn't making any sense. But I digress.

If the newscaster's quote is true, why hasn't ANY Minnesota governor or DoT personnel make it structurally sufficient?
