What the hell is controlled chaos ?
Can these two words even be used in the same sentence ?

I heard the dyed red haired news woman , don't know if this was CNN or MSNBC ramble out controlled choas describing the bridge collapse today .

All I could imagine is fenced in citizens .

3. The term used by Mike Ledeen is "creative destruction."
Then there's "managed chaos", a term used in computing and the military:

16.  OH , I've read it all several times and copied it in a file too .
I hate to look at it because it is precisely what seems to be going on now and I don't feel for one second that rummy is out of some high position , he is just behind the radar working with his war toys .

The chaos in Iraq was engineered by those who would benifit from instability there. It was no accident that large magazines were left to be looted, as well as all of the Iraqi national treasure. Thieves, flim-flam men, and generally evil bastards benifit from chaos, it allows for their slight of hand.

You need to put it in relation to deregulation to see it in simple terms. Just picture some corporation CEOs playing a round of golf with a Senior Senator and they suggest deregulating electricity in a certain part of town, well, those CEOs would have some inside information. Then, when everything gets deregulated, there's a moment of chaos, which isn't really choas, because the predator CEOs are right there on the ground floor to take advantage of the deregulation. That's the controlled part.
