8 people changed their votes before the gavel came down. The final tally after those changes was 212-216, but the gavel came down when the votes had been counted to 215-213, before all the changes had been counted.
The "board" you're basing your whole argument on does not decide the motion. It's just like in a baseball game. If the scoreboard says the count is 3-1 but it's really 2-2, the batter doesn't get a walk if the pitcher throws another ball.
So stop your bitching. All of the votes WERE counted, and the final tally was 212-216. Go home and walk it off.

212-216 recommits the bill, which is what they wanted. I think. I'm confused about this whole thing.

I just re-read the reports more carefully.
It sure is a mess.
So let me get this right -
It was gaveled close at 214-214 (motion fails).
At ONE point after the gavel, the vote showed 215-213 (motion passes)
The Final vote after the gavel showed 212-216 (failed).
Is that right?

8 votes were changed before the gavel fell, but they weren't all tallied on the board at once. When the gavel fell, only one of the changes had been counted on the board- a change from nae to yea, making it 215-213 on the board.
But votes had already been changed to make the tally 212-216. They just hadn't registered on the board before the gavel fell.
So, what the Republicans saw was 215-213 "Final" on the board, and they thought they had won. That's what this whole thing is about. But they hadn't won because more votes than just that one had been changed.
