Condi Rice is an expert in Russian politics and culture-- so why did Bush appoint her to be National Security Adviser if he was always so boned up on terrorism? and why, after 9/11, was she still NSA when her field of expertise was an enemy who'd been an ally for over a decade and not an enemy who actually attacked us?

She's not a stupid person. Rice has pretty extensive experience as a political scholar. She is a full Professor of Political Science at Stanford, and specialized in the Soviet Union with the IIS. She did a lot of Soviet-oriented stuff during the earlier years of her political career. According to her bio, she had face-to-face meetings with Gorbachev and advised Bush Senior on many of his dealings with the Union.

Be that as it may, you asked for proof of her expertise with the Soviet Union. That's what I was replying to. :)
As well, I should point out that there's a big difference between being highly intelligent and having good judgment. History details more than a few individuals who didn't exactly use their genius for the good of all mankind. We'd do well not to underestimate such people.
