Aug. 13, 2007 issue - Our way of electing presidents has always been fer-tile ground for mischief. But there's sensible mischief—toying with existing laws and the Constitution to reflect popular will—and then there's the other kind, which tries to rig admission to the Electoral College for strictly partisan purposes. Mischief-makers in California (Republicans) and North Carolina (Democrats) are at work on changes that would subvert the system for momentary advantage and—in ways the political world is only beginning to understand—dramatically increase the odds that a Republican will be elected president in 2008.

They know that they could never win California fair and square, so they are trying to pull strings.

2. And we will fight this one tooth and nail.
It's set for the June 08 primary. Which will confuse a lot of people with Presidential one in Feb 08. California Democrats are already coming out against it. Some people in Clinton's camp are going to work to defeat it. Boxer is on record denouncing. it.

3. I think that all states should adopt this measure (or a variation)
The conflicting standards with winner take all and split by district are fair for nobody in the US.

I thinkt hat they should take the popular vote in each state and split the Electoral collage votes by that, with the winner getting 2 bonus votes for winning the state in the electoral college.
