Can someone explain what Kramer meant about Schumer and Hedge Funds.

At a minute and twenty seconds, Kramer starts talking about Hedge Funds and how Schumer asked Kramer, "What are you going to do for me?" And Kramer said it wasn't a shake down because he agreed with him.

I feel like there are pieces missing here and I'd like to understand what Kramer was insinuating.

I had the feeling I had seen that before. I thought about it and remembered where I had seen it:
