LANCASTER - Background checks for employees and volunteers for child residential camps are not monitored or enforced under Ohio law.
The law requires background checks of workers and volunteers at child day and residential camps be conducted. But the state does not provide for an enforcement mechanism for residential camps. Residential camps allow children to stay overnight or a series of nights. Child day camps are programs children attend that operate for no more than seven hours a day.
They fall under the review of the Ohio Department of Job and Family Services. JFS under Ohio law keeps track of child day camps by randomly inspecting some camps to verify if background checks of employees and volunteers are conducted and records are maintained. But the state agency is not responsible for monitoring whether a group, company or organization conducts the background checks for residential camp volunteers and employees.
Whether a background check was conducted on a Lancaster man volunteering at a Perry County residential church camp arose after the man was accused of inappropriately touching a child in June. Timmy S. Keil, 43, was a volunteer counselor at the Sciota Youth Camp in Perry County when he was accused of molesting children at the residential camp. A Perry County grand jury indicted Keil on two counts of gross sexual imposition on a child under the age of 13. Fairfield Christian Church Pastor Tom Alexander said a background search was conducted on Keil on dated June 27, but the check did not turn up any prior criminal record. Keil is a member of Fairfield Christian Church. The check only went back 12 months and was for Ohio only, according to Alexander.

"I just thought they were doing the background checks," O'Neil said of Carroll.
"I hadn't given it a thought with a Christian environment, you just assume no one would do something like this. I can certainly say nothing happened on the trips I went on. Everyone was very careful."
