if they approved the wiretapping if there was an agreement that Rove left...

Sounds plausable...but I don't think that's it.

4. That would be a dumb deal.
Rove is less dangerous in the White House than he is advising Fred Thompson's campaign and ducking subpoenas.

3. The American people have almost zero representation...
on the national level. This is really very sad. Thank dog for people like Bill Maher. I sometimes get irritated with him, but more than not, he lays it out there flat.

6. There were 60 votes in favor of it
16 were Democrats - that means there were 44 Republicans.

The reason was that the administration made the case to the 16 that without legislation, they would not get anywhere near as much intelligence as they have in the past. They bought the idea of allowing it for 6 months - during which time they can "fix" the legislation.

8. OOPS - I posted just the Senate number
The point is that in both Houses it was mostly the Republicans - 100% of them all in lock step (at least n the Senate)
