and then from a town a few miles down river from the accident...


"AUGUSTA -- Officials in Augusta are investigating the appearance of an unusual shimmer and smell in the waters of the Ohio River near the boat ramp, Wednesday."

1. Old transformers had cancerous polychlorinated biphenols/PCBs/dioxin in them
The reporter did not say whether PCBs were in the transformers. She may not know. 25% of 10,000 is a lot of oil.
