When the "policy" (AUMF) doesn't fit the "target" (Iran), move the target to fit the policy

(AUMF)= Authorization for the Use of Military Force ..(i.e. the original authorization given to Bush to attack "terrorism" and those countries that harbor terrorists)

Since it's no longer a rubber stamp republican Congress - Bush declares the Iranian Army "terrorists", bringing them under the umbrella for the original authorization to use military force...no need to have to go back to Congress to get the okay to attack Iran.
