n the U.S, newly uncovered rules of military engagement show elite units were given broad authority more than three years ago to pursue suspected terrorists into Pakistan.

There is no mention of telling the Pakistani government in advance.

The documents offer a detailed look at how U.S Army terrorist-hunting units were authorised to engage in 'hot pursuit' across the border.

It is believed the orders have never been rescinded.

(or is he still a CIA plant?)

on edit: since he's not on the FBI's most wanted list, I guess the gov doesn't think he had anything to do with attacking the US, so why find him?
