Timetable on "appearances" on 9/11 in NYC

I wanted to find out the timetable on who showed up first at Ground Zero on 9/11. IIRC, I believe Hillary was the first to be there, but I know Bill Clinton was one of the first to show up, and Bush was the LAST person to do so. But did Guiliani beat the Clintons to GZ? Yes, I know he was Mayor and HAD to show up, but as a conduit for empathy and compassion, I don't know which of them was the one the people wanted most to see.

Perhaps there is an overview of who got there first someplace?

He was on his way to work when the first tower was struck. He worked three blocks away from the WTC in City Hall. So he was halfway there when the first call came in. Also, he'd stupidly put his emergency command center in the WTC. He was on site when the towers began to fall and got trapped briefly by the debris.

The first bagged victim was Father Mychal Judge. Wikipedia says:

"Upon hearing the news that the World Trade Center had been hit by hijacked jetliners, Father Mychal rushed to the site. He was met by the Mayor of New York, Rudolph Giuliani, who asked Judge to pray for the city and its victims. Judge then rushed to those lying on the streets to administer last rites. Father Mychal then entered the lobby of the World Trade Center north tower, where an emergency services command post was organized. The south tower collapsed and debris filled the north tower lobby, killing many inside, including Father Mychal.

Father Judge's body bag was labeled "Victim 0001," recognized as the first official victim of the September 11, 2001 attacks."
