on the other hand, wouldn't moving him to Justice, for 16 months, provide an opportunity to scrap the Dept. of Homeland Security?
Make FEMA a self standing agency; divide the other responsibilities among Justice, Immigration, National Security and the other spook agencies. The problem of 9/11 was communications and I think that this has been implemented.
At least, when the bridge collapsed in Minneapolis, many pointed to the tight communication network that did not exist prior to 9/11.
