That's manipulative tact taken by Bush to make him (Bush) appear as big man on campus. There's nothing affectionate going on. If it was reversed and Nagin was doing the face squeeze, would Bush view it affectionately?

7. It is Bush* bully behavior, asserting his "dominence"

Someone in another thread posted a picture from the Godfather of Michael doing this very thing. It is dominence behavior, and disgusting I might add for the POTUS to be habitually doing so. It just shows his bullying and incredible insecurity as both POTUS and as a man, IMO. While I don't like Nagin, he doesn't have much choice here but to "grin and bear it", given the power differential.
