In severe cold, our city opens up more shelters. Some live in cars, some under an overpass in town, most move from friend's couch to friend's couch.
In California, parks and ravines by the highways, I've heard, are pretty popular.

Since no one likes the homeless in their back yard or near their business, they tend to get run off a lot. So, they usually wander until they're ready to sleep. Here in Tallahassee, many of them camp in the woods since we have lots of trees. We've also got a couple of really decent (as far as shelters go) shelters, but I hear they don't always have the capacity to meet the demand. On particularly harsh-weather nights, it's not unheard of for them to get themselves arrested or even hospitalized for something minor.
I'm sure the situation is similar in California.
