Vitter isn't up for re-election until 2010. They have to stick with him or risk losing him to a Democratic party replacement, installed by a Democratic governor.
Craig is up for re-election this year. If he leaves now, the GOP has time to hold a special election, thereby installing a a Republican replacement.
