This conversation between Tom Delay and Karl Rove in 2001 most assuredly took place, and was the beginning of the end for the Dems.
Tom: Hey Karl, I've got an idea how we can crush the democrats forever.
Karl, smirking: Now hold on, this is a government of, by and for the people. Dems are people too.
Tom: Hear me out, Karl. If we take control of the vote counters, ya know, like with these new machines, we can make it look like the people voted in republicans. Nobody will ever know that we stole the votes.
Karl: Now that wouldn't be fair. Besides, what about the exit polls? Wouldn't people catch on?
Tom: Heck, you think we can't reach the folks who do the exit polling? All of it is computer based and all they have to do is cook the numbers... easy to do.
Karl: Ok, maybe you have a good idea. After all, we are the leaders and the people are for the most part just innocent sheep who need us to herd them. So how do we get started?
Tom: Feeney, down in Florida, has already started putting together a computer program that switches votes. Now all we need to do is pass a bill in congress that ladles over large sums of money to our friends who make the vote counting machines and then make sure every county in the nation gets these machines for free.
Karl: Heh, we could call it the Help America Vote Act. Lets see, how about $4 billion, would that be enough money?

The rest, as they say, is history.
