BUSH came for APEC, but with his mind clearly on Iraq. He broke up the long flight to Sydney, making a surprise stopover in al-Anbar province. Symbolism can send a potent message and the picture of Air Force One, glinting in the sunlight of Iraq's western desert — the heart of al-Qaeda's so-called Islamic State of Iraq — reinforces Bush's claims of slow but continued progress on the ground.
But it's a hard sell, competing with the relentless parade of violence that people have come to expect from Iraq.

Bush has used the APEC platform offered by John Howard, his stalwart ally since the Iraq invasion, to make a pre-emptive strike before a big week in Washington.
The top United States commander in Iraq, General David Petraeus, will report on the decision in January to throw 30,000 more American troops into the fray.
In speech after speech, Bush this week justified the war as an ideological struggle against people who use murder as a weapon to achieve their vision.
