Petraeus: US is not arming former insurgents

Paraphrase from hearing:

Petraeus stated that 100's of AQ#2's have been killed/captures. 1000's AQ rank and file killed/captured. Petraeus was then asked if more terrorists are being created than killed. Petraeus responded by saying that the US is not arming former insurgents.

and this could actually be going around in his head so he can appear to believe what he is saying. You may be closer to the actual mark of his thought than you think. For us, irony, for them a typical shiftiness that helps them lie.
