General Petraeus, who's BOSS is unfortunately the 'commander=in-chief', and who's also in charge of the military operations and the troops in Iraq, was NEVER going to come before Congress and say that the 'surge' was/has failed and it is NOW time to bring the troops home.

4. General Petraeus is an extremely ambitious person when.....

you look at his career. Everything he has done, career wise, has been to put himself into a fast track position in order to be noticed. That is also why I think he wrote that OPED in the WashPost. He knew he would be noticed by shrub and company.
This is not to take away from his ability to be a good general but maybe he is a little self focused.
