10. No, the design is still in dispute and they're

still finding body parts, like at that building that last week was
on fire and two 9-11 firefighters were killed, they found more remains.

12. They have been trying to decide which design and then

the some families didn't like the one chosen and then they
started finding remains everywhere, so things stopped for awhile.
There is construction going on at the site though.
