Chicago Man Sues After Prostitution Arrest

It was Rocio Palacios who first noticed the woman who appeared to need help.

It was 8 a.m. when she and her husband, Erasmo, dropped their 6-year-old daughter off at school and had picked up their 22-year-old daughter to go out for breakfast when they saw the woman waving her arms at 53rd Street and Kedzie Avenue last November.

The Palacioses, of Chicago, claim the woman approached their car, parked outside Manolo’s restaurant, leaned in to the passenger side where Rocio was sitting and asked Erasmo if he wanted oral sex for $20 or sex for $25.

The couple laughed, realizing this wasn’t a woman in distress after all.

But within seconds, Chicago police swarmed the family car, hauling Erasmo Palacios out in handcuffs. He was charged with solicitation of a prostitute

1. Sounds like Chicago will be forking over a lot of $$$
I've always thought these types of "gotcha" operations were bogus, but this takes the cake. The city of Chicago just contributed a lot of money to this family's retirement account.

3. What's it really about? Follow the money:

This guy was in his car WITH HIS WIFE while his daughter
had run into a coffee shop for a minute, and the lying cops
are claiming that he asked the undercover officer for sex.
And the "Police report" neglects to mention that his wife was in the car. :eyes:

What a crock!

IMHO, someone needs to review EVERY "solicitation" arrest
this unit ever made. There's no way he's the first innocent
passer-by they've framed.

9. If you charge someone who stops to help with solicitation...
There wasn't any solicitation. The cops obviously believe that a jury would buy that ANYONE who stops to help ANY WOMAN in that part of town is obviously soliciting a prostitute, even if the wife and one of the daughters is in the car and no one ever made any indication of a willingness to pay money.

So I guess you could say, if it's not entrapment, that's because they never fell into the trap anyway... but were charged regardless and the car impounded!

8. This is discouraging
to those of us who occasionally try to help a stranger. My guess is that all charges will be dropped, and then this family needs to sue.

Although this story seems to have a natural connection to Sen. Craig and his bathroom arrest, it doesn't. Craig was trolling and he knows it.
