No wonder his businesses failed
"The principle guiding my decisions on troop levels in Iraq is: return on success. The more successful we are, the more American troops can return home."

So the more success the Iraqi government has the less Bush wants to share in the success. However the worse a job the Iraqi government does the more he wants to share in their failure. No wonder he ran all his companies into the ground. The more success he had at drilling oil in an area no doubt the less he wanted to drill in the area.
