What is it with Bush's changing demeanor?

What is it with Bush's changing demeanor?
In Australia, his speech was so garbled that it was almost unintelligible. Then on nation wide television he came spoke firmly and clearly. Does he get bollixed up by time zone changes? Maybe his meds get screwed up? Is it that most of the time he is so lazy and apathetic he just can't be bothered to speak clearly? Or is it that when he has a structured speech to read he can fake it, and the off-the-cuff George is the real George?

3. well the teleprompter he uses for a live TV address from the oval office helps
plus he probably did rehearse the speech several times.

7. my guess is that they have the words on the teleprompter capitalized
and very large and using phonics.

My impression is that when he's overseas not everything is scripted and stage managed like it is here. He has to be spontaneous at times and when someone isn't prompting him, his natural assholishness and stupidity are on full display.

He's embarassed himself at every summit he's ever attended and that's because other countries have leaders, not puppets.
