Effective in that it stops traffic because of all the bodies lying on the pavement in intersections, gets media attention, causes disruption, etc etc. The participants behave in a nonviolent manner at all times.
Also gets you arrested, but that's one of the hazards -- and goals, for that matter -- of civil disobedience. The participants are intentionally breaking laws for a higher purpose.
As the first poster pointed out: Costumes Optional.
