LEAD poisoned toys coming FROM America?

"Using documents obtained through the federal Freedom of Information Act, The Bee's Russell Carollo found that between 1993 and 2006, the commission granted 991 of 1,031 requests that American companies made to send unsafe products banned in this country to foreign countries. The unsafe products went to 35 countries around the globe. The recipients comprised rich and poor countries, including China, Russia, Israel, Spain, the United Arab Emirates, Holland and Argentina."

Somehow, I don't think anyone is hanging themselves over this...
