So, when polls say Americans have a low approval of Congress...is it the Dems they're pissed at? |

Or the Repugs?
Methinks the latter.
They're the ones standing in the way of American wants and desires at the moment.
Keep that in mind, because every time the media throws out Bush's approval, they try to balance it by pointing out Congresses approval...implying that Dems are just as unpopular.

The issue of Harriet Miers and Karl Rove not showing up to testify in front of congress is a prime example. We were promised that, after the August recess, they would deal with the matter. Now they never mention it. It was all hot air.

There is a general perception that congress is mostly a bunch of fatcats who are only loyal to their contributors and are in it to generate pork and pad their nests.
Don't know if it is a misconception or not.

What exactly are they waiting for?
We've been waiting for healthcare reforms, well, since I've been alive and I'm not exactly young.
Why do we have to wait for the next Dem President for this to happen. Have they been toying with us with these false promises forever or what?
Edit: Sorry this isn't a direct answer to the question, but other than Iraq, it partially explains the overall disappointment I think.

I believe more Republican voters support healthcare reforms than changing the course in Iraq, at least based on my own conversations. Many of them want healthcare as much as we do, but some are also keen enough to point out that Democrats were in control for decades in the past and when they had the chance, did not do anything about it.
Also, there are people in and outside the government who believe that Iraq is an unfortunate necessity, that war is ugly but for own own good in the long run. That's why the Iraq war is different -- there is no conceivable national security threat that would result in doing something about healthcare, which I believe is the top concern among voters besides Iraq.

They're pissed at Congress because their programmers (Faux News) have told them it's now Democrats controlled. Democrats are pissed at all of them. That's why the bad numbers.
