In fact, it's a pretty common construction in English language. We talk about different countries have George Washingtons, Ho Chi Minh as the Vietnamese Jefferson, Simon Bolivar as the Napoleon of the West. For a while Moscow was referred to as the Third Rome (Constantinople being the Second).

You may not agree with Bush's point--I sure don't, even if Saddam did kill a lot of them. But his use of poetic allusion is commonplace, correctly applied, and almost impossible not to understand.
