Tracy Keeps Prayer Policy

Local clergy members have been delivering invocations at every Tracy City Council meeting since 1968.

"We've had ministers, rabbis, even members of the community deliver the opening prayer or moment of silence," said council member Steve Abercrombie.

But the city attorney asked council to consider barring references to Jesus, Allah, the Quran, Bible or the Torah. Such a move could protect the city from lawsuits from those who believe invocations violate first amendment rights.

There have been no complaints about the invocation prayers thus far.
