5. I believe the Amendment was to attach it to the war spending bill
because hate crimes are terrorism and fighting terrorism is in the war spending bill.

Please correct me if I am wrong.

I see laws as one tool to encourage or discourage behavior. This law discourages crime and crime fueled by prejudice. To me, both of those things should be discouraged, so, :thumbsup:!
