not to pay a $20 per cigar tax!

Sorry, kids, but maybe the powers that be will stop throwing away a billion dollars a day on the occupation or find some money headed for some other pork.

2. Gee that's WAY more important than kids' health care
NOT! What a selfish attitude.

3. Relax! Sometimes a cigar shouldn't cost an extra $20.

4. What other conclusion can be drawn?
I think the priorities of this administration are pretty clear, and any candidate who endorses them (Giuliani, Romney, McCain) should be held to account for their support. The stump questions practically write themselves: "Mr. Candidate, why do you feel it's more important that cigar smokers get a tax break than for kids to get health care?"

P.S.: I think soothsayer was being sarcastic or ironic or one of those other two-dollar "ic" words.
