If you wish to present the people that elected you with a concept at variance with their wishes you should present it before them and find out what their take on it is. do not realize the game is changing rapidly. They are going to have to be more accountable to the people. There are quite a few forces pushing for the decentralization of power, authority, information gathering and disseminating, etc. They are living in a past that is dying where a few actors on top could control everything. Corporations are fighting the distributive tendencies of new technologies by trying to grab all our water, seedstocks, energy generation, etc. in a desperate attempt to maintain top down control. In the meanwhile the Web, distributed energy producers like wind and solar, organic foods and more are growing exponentially.
