After 9/11 would Al Gore make a speech that changed America for the good vs the speech bu$h made that was bad for America?

Would he have made a speech something like this?

My Fellow Americans, it is time America frees it's self from our addiction to fossil fuels. I will put forth legislation that will before this decade is out that we find new sources of Energy to fuel our automobiles and heat our homes. Energy that does not rely on foreign oil, energy that is produced right here at home, energy that does not harm the environment.

It would be such a different world if the SCOTUS would have given Gore what was rightly his.
