A routine inspection of his digital camera and phone uncovered a variety of images of naked pre-teen boys, according to his arrest report. When questioned about the images, Carlock reportedly told officers, "That's how they live."

Lifestyles aside, three of the boys featured in the photographs later gave sworn statements that Carlock came into their rooms at night and fondled their genitals. They further asserted that he sneaked out when they woke up. Those statements lead to a search warrant, which was executed on Sept. 28 and which uncovered at least "21 movies on six compact discs that contain child pornography," according to the affidavit.

For the past 10 years Carlock and his wife, who goes by the stage name Smilee, have been "clowning" for youngsters at orphanages across the world. According to their website, they "are available for vacation Bible schools, children's crusades, Sunday school, children's church, church parties... and more can be used to present the gospel of Jesus Christ to your children." It also states that Klutzo is "an ordained minister (formerly with the Church of the Nazarene, currently with the Missionary Church International)."

The Peoria Journal Star is reporting that in December 1986, Carlock wrote a letter to the State Journal-Register on the dangers of pornography. In that letter he calls himself a "Christian Conservative" and 16-year veteran of law enforcement. His complaint was over a cartoon which he referred to as "smut."

Investigators retrieved the DVDs, the affidavit said.



"I have spent the past 16 years in law enforcement and related professions. I have spoken with victims and offenders and have read many case histories in which pornographic materials played an overwhelming role in the events that have left lives shattered and homes broken."

Carlock told investigators that his children are grown and said in court Tuesday that his wife had filed for divorce earlier that day. Sangamon County court records could not be accessed to verify that.

In December 1986, Carlock wrote a letter to the State Journal-Register complaining about a cartoon. In the letter, he said he was a conservative Christian and not ashamed of the fact.

“I am not in favor of censorship, but do feel that far too much ‘smut’ has been poured into the minds of Americans by all forms of media,” he wrote.

When asked "why he would transport images of naked minor boys through two(2) foreign countries (Philippines and Taiwan) to the U.S. when he knew the images were "of a child in any sexually suggestive position" CARLOCK said he intended to edit the images, but had not yet had the time. CARLOCK further explained that he wanted to use the images to show people in the U.S. that it is "so poor there they can't even afford clothes".

A. Paul Carlock Jr., the clown, former law enforcement officer and minister who is accused of molesting boys in the Philippines, also was involved with the Springfield-area Boy Scout organization.

“It is the case,” said Dan O’Brien, executive director of the Abraham Lincoln Council. “He was a registered member until Tuesday morning, when we revoked his membership based on his arrest, which is our policy.”
In June, Immigration and Customs Enforcement agents stopped Carlock at the San Francisco airport upon his return to the United States from volunteering at a Philippine orphanage. Because the Philippines has been identified as a country that people frequent for sexual tourism, authorities asked to see Carlock’s digital camera and computer.

Federal authorities say they found pictures of naked boys on both devices. In September, investigators interviewed three boys who said they awoke to find Carlock touching them.

He is charged with possessing child pornography and traveling to engage in sexual conduct with a minor. snip

“Most recently, we’d done a background check on (Carlock) in 2005,” said O’Brien, who noted that Carlock had been a volunteer with the Boy Scouts for a long time.

Klutzo, for instance, can put on his make-up for a group of small children. For children who are afraid of clowns, this is a great way to break the ice. For the rest, it is a great time of helping decide when Paul goes from being Paul to being Klutzo.

According to an affidavit filed in federal court, Carlock was stopped at the San Francisco airport June 12 after returning from the Philippines. At the airport, Carlock reportedly told immigration officers he had been working as a clown at the House of Joy orphanage in San Isidro, a city in the Philippines.

Because he was traveling from a country considered to be high-risk for child sex tourism and he had direct contact with children, the officers asked to look at Carlock’s digital camera and his computer. When they searched the computers, they said they found numerous pictures of nude young boys.
