I wonder if the U.S. would have intervened and, if so, how long it would have taken, if the Japanese had not hit Pearl Harbor, not taken the Philippines and other U.S. military bases in the Pacific and if they'd confined themselves to mainland China, Indonesia, and southeast Asia. The U.S. merchant marine had already had a number of vessels sunk or damaged by the Germans before Pearl Harbor, with over 200 merchant mariners killed. But the U.S. Congress still wasn't making a drastic move.
