What is the most inexpensive Legal Database program available to the average layman? Something that will scan documents and help file them for easy retrieval?

http://www.iprocorp.com/Though, it's not really cheap, but it's the best and easiest to use.

There are several vendors who can scan the documents for you. They can also host the documents on their website for 24/7 access.
This may be the best and cheapest alternative for you.
