Debate CNN -- No Time Limits and No Rules at the Debate Tonight

I'm watching the The Congressional Black Caucus Institute and CNN pre-debate on line and that is what was said. No time limits for the candidates.

Apparently 40 members of Congress are in the audience -- most of the Congressional Black Caucus is there.

Blitzer will introduce candidates -- Debate will be in 2 halves -- candidates at podiums during first half. Second half, no rules, no time limits.

They said they really want the candidates to get into substative issues.
