The phone companies have probably promised to spill the beans if they don't get protection from liability.

I believe that BushCo was looking for internal enemies, those who would stand up against them. They didn't care about outside enemies, they wanted the goods on the Dems and any Repubs who might defy them. And I'm willing to bet that the telecoms kept all that they provided to the NSA, to make sure they had the leverage to protect themselves.
I would guess that most of the Repubs have something to hide, and that some of the Dems are also afraid of the truths about them being revealed!
Now all of this is just supposition on my part, but why are they so adamant about this retroactive immunity????
