Editor’s Note: When Americans wonder how the arrogant and corrupt Bush family managed to seize so much power for so long, part of the answer is that the electorate lost control of its history during the long Cold War and into a new era of secrecy called "the war on terror."
 
Cold War secrecy gave the rich and powerful extraordinary abilities to hide information from the American people, including the unsavory history of the Bush family, as journalist/historian Morgan Strong observes in this guest essay:


To fully understand the present manifestation of the Bush family and its excesses, one must consider its history over several generations, a difficult and painful undertaking since it reveals so much about the self-destructive apathy of the American people. 
James Madison wrote passionately in the Federalist Papers that in order for a democracy to function and not descend into a tyranny of the wealthy and the well-connected, the citizenry must stay well informed. In Madison’s view, a democratic society was wholly dependent on an informed citizenry.

Much of the responsibility to inform was placed on the press and the educational system. Indeed, the Founders gave the press the unchallenged right to seek out and publish information under the First Amendment to the U.S. Constitution.

In recent years, however, the U.S. press has failed in that responsibility dreadfully. Education in this country also has been a dismal failure. But in the end, it is the citizens who bear the principal duty to make themselves informed.

Below, in a bleak and foreboding history, is what occurs when the citizenry is deprived of meaningful information and then fails in its obligation to find out the facts and exercise the critical judgment required for self governance.

The Bushes

In the late 19th Century, Samuel Bush moved to Ohio from Orange, New Jersey, where he had attended the nearby Stevens Institute of Technology in Hoboken. He made the first big move in his manufacturing career as an engineer with Buckeye Steel Castings Company, which produced gun barrels and railroad parts.

Samuel Bush became a confidante of the company’s president, Frank Rockefeller, a brother of the enormously wealthy and powerful John D. Rockefeller, who owned Standard Oil. Another participant in Buckeye Steel was railroad baron E.H. Harriman.

The Rockefeller-Harriman connection was to remain important through the lives and careers of several generations of the Bush family.

Samuel Bush took over from Frank Rockefeller as president of the company in 1908, and held that job for the next 20 years. Through his Rockefeller-Harriman connections, he was made chief of the Ordnance, Small Arms and Ammunition Section of the War Industries Board in the Wilson administration during World War I.

Percy Rockefeller, John D. Rockefeller’s first cousin who had acquired Remington Arms in 1914, built a new plant just in time to enjoy enormous profit from the sale of weapons in World War I. Percy benefited from no-bid contracts to manufacture arms and supply ammunition to the U.S. military, arranged by Samuel Bush.

Samuel Bush’s Buckeye Steel made the gun barrels for Remington, which also outfitted the Czar’s forces in Russia after contracting to supply a million rifles to Russia in 1916. During World War I, Remington supplied 67 percent of all the weapons and ammunition used by the Allied forces.

Remember the "Highway of Death" leading north from Kuwait City? Hundreds of thousands of Iraqi soldiers -- mostly conscripts in Saddam's army -- were slaughtered as they fled from the American invasion. They were sitting ducks until, as Schwarzkopf said, "There was nothing left to kill."

What the United States government has done to the people and nation of Iraq is nothing short of genocide. For all intents and purposes, the oldest civilization in the world has been cleansed from the surface of the earth so the owners of EXXON-Mobil, BP Shell and the rest of the corporate imperialists can take what lies beneath the surface - the oil.

Libel Suit: Philip Agee vs Barbara Bush

(Some context, first, from the mainstream Reuters news agency,
followed by Daniel Brandt's analysis -- NY Transfer)

WASHINGTON (Reuters) - Philip Agee, a former CIA operative who
turned against the spy agency, announced Wednesday he had filed a
$4 million libel suit against Barbara Bush, saying she had wrongly
linked him to the assassination of a senior CIA officer.

Agee, who led a worldwide campaign in the late 1970s to unmask
Central Intelligence Agency officers, accused the former first lady
of making false and defamatory statements about him in her 1994
autobiography, ``A Memoir.''

Agee claims he has been unfairly tarred by the CIA and U.S.
officials in connection with the December 23, 1975, assassination
of Richard Welch, CIA station chief in Athens.

Mrs. Bush wrote in her book that Agee disclosed Welch's identity in
a ``traitorous, tell-all'' book published shortly before Welsh's
assassination by a Greek extremist group.

Agee asserts in his suit, however, that nowhere in his 1975 book,
``Inside the Company: A CIA Diary'', did he mention Welch. Nor, he
says, did he ever mention Welch in any publication or communication
before Welch's death.

Agee said he was suing Mrs Bush because her claim that he exposed
Welch was ``particularly egregious'' since her husband, former
president George Bush, became CIA director 38 days after the
killing.

``The man's name was not in my book,'' Agee said in a telephone
interview from his home in Hamburg, Germany. ``She's just repeating
what her husband and others have been saying ... This just cannot
stand.''

Agee had his passport revoked in 1979 for allegedly having damaged
U.S. national security.

Lynne Bernabei, Agee's Washington lawyer, told a press conference
that Agee, 60, had suffered serious damage to his reputation ``as a
result of the CIA's concerted efforts -- this time through the
baseless allegations in Mrs. Bush's autobiography -- to malign him
and falsely ascribe blame to him for a death that was caused by its
own ineptitude.''

In addition to compensatory and punitive damages of at least $4
million, the suits seeks a full retraction by Barbara Bush and her
publisher, Charles Scribner's Sons and Simon & Schuster, that Agee
caused or contributed to Welch's killing.

A spokesman for the Bush family in Houston, Jim McGrath, declined
comment on the suit.]

Philip Agee v. Barbara Bush: An Analysis of the Case

by Daniel Brandt

Richard Welch was killed in December, 1975 in Athens. A Greek urban
guerrilla group calling itself "November 17" took credit for the
killing.

Richard Welch's name was first published in "Who's Who in CIA"
by Julius Mader (East Berlin, 1968), along with 2500 other names.

It was also published in early 1975 by Counterspy Magazine (Winter
1975 issue, page 26), along with about 100 other names. This issue
of Counterspy listed Welch as residing in Lima, Peru -- which was
his previous posting. In the next issue, Summer 1975, Counterspy
again listed Welch as a CIA officer, under cover as an attache at
the U.S. embassy in Lima.

Welch was listed in the 1969 State Department Biographic Register
and the 1973 State Department Biographic Register, and no doubt
others as well (these are the two I have handy). In both the 1969
and 1973 listings, the biographic details peg him as an obvious CIA
officer for those who know how to read the Register.

Counterspy could have gotten its information from the Biographic
Register. Beginning in 1975, the Biographic Register was given a
"Limited Official Use" classification, but before 1975 it was
available to the public. In the Washington Monthly, November 1974,
an article by former State Department official John Marks, titled
"How to Spot a Spook," described how to read the Biographic Register.

In fact, Counterspy told Agee that a Maryknoll priest who worked as
a missionary in Peru had visited their office a year earlier, and
brought with him a copy of a Peruvian journal with Welch's name in
it as the CIA chief in Lima. ("On the Run," p. 133)

In late November, 1975 the Athens News named ten CIA people in
Greece, and included Welch's name and address. It is said that even
the local tour buses would point out the home of the CIA station
chief as they drove by.

Agee's book came out in 1975, which blew the cover on dozens of
CIA officers. By the Summer 1975 issue of Counterspy, Agee was
listed on the advisory board of Counterspy, along with 15 other
prominent activists.

By the time Agee's book came out, the CIA's Ted Shackley was
running a major operation to control the damage to the CIA and
discredit Agee (see David Corn's "Blond Ghost," 1994). The Welch
assassination was also seen a convenient "hook" for stopping the
Congressional investigations of the CIA, by changing the focus
from "what is the CIA doing around the world," to the issue of
"endangering the lives of officers by naming names." The media,
which the CIA can manipulate by planting stories and calling in
chits from friendly reporters, pretty much fell for this. The CIA
had every reason to play up the Welch assassination, and nothing
to lose.

The "November 17" group, according to Agee's autobiography "On the
Run" (1987), had been stalking Welch's predecessor in Athens, Stacy
Hulse, until Welch replaced him in mid-1975. They knew what Welch
ate, what cars he drove, and the hours he came and left his
residence. ("On the Run," page 134).

Agee felt that the outing of the CIA agent was an inside job. At the time, the Church Committee had been investigating CIA corruption and assassination programs. Once the news hit of the murder, public support for CIA spiked and the committee got zero traction. Head of the CIA at the time was George Herbert Walker Bush.

The result of the tragedy in Greece was the passage of the law making it a crime to out a CIA agent, something for which Babs own boy is guilty.

...By hook or by Nazi, Ol' Pres' knew how to get what he wanted. Sen. Bush wrote in Readers Digest that the best way to stop a Soviet attack would be to demonstrate how strong the United States is. Between the lines, he pretty much mapped up the Military Industrial Complex's hijacking of the U.S. taxpayer in the process.

MAN’S GREATEST danger, it is said, is ignorance. In a very real sense, the Soviet Union’s ignorance of our military strength may be the source of her gravest peril—and ours. Kaiser Wilhelm started World War I because he miscalculated Allied power. Hitler, mistakenly thinking he could blitz the world, launched World War II. Kruschev today lacks firsthand knowledge of our country; he may be given what others think he would like to hear—rather than an objective report on our actual military strength. Although it seems impossible that any sane person could start a war, we would be wise to take no chances.

Why not invite the Soviet high command to the United States for a conducted tour of our military might? We are bringing Russians to see our farms and factories, our scientific laboratories and research centers; we exchange dancers and musicians. Why not have their military leaders over for the most beneficial look of all? Our expressed policy, the aim and purpose of our entire defense system, is to deter the Kremlin from starting a war. What better way to deter than to show?

What we could show is nothing more nor less than the greatest military might ever assembled in the history of the world. If the Soviet high command could see what we have, they should be of our mind—that for them to start war today would be an act of insanity.

We could start in a Pentagon briefing room. There, with maps, globes, films and sound-projection equipment to help illustrate our points, we could give them a good hard look at the distribution of American power. Then we could fly the group to Mountain Home Air Force Base in Montana, where bombers of the Strategic Air Command are on 24-hour alert, many ready to take off within 15 minutes. We could see an awe-inspiring line of B-47’s, any one of which can, in a single mission, deliver explosive power equivalent to that of all the bombs dropped by all sides in World War II. We could invite the commander of the Soviet air force to ride in one of these planes, and see it refueled in the air, thus quietly demonstrating that, while most Soviet bombers would have to fly one-way missions, ours can strike any target in the world and return nonstop.

Then we could give our guests a ride in the new B-52’s which, for many long-range missions, require no refueling at all. Tremendous flexible wings hold thousands of gallons of fuel for eight jet engines that carry the plane at nearly the speed of sound—to any target in the world. The crew could seek out a target no bigger than a water tower and “hit” it on the nose.

Then we could show our guests the U.S.S. Observation Island, a freighter which the Navy has converted into a testing ground for Polaris, the new atomic-armed ballistic missile fired from under water. Before the Soviet Union can have dependable intercontinental missiles in quantity, we will have Polaris ready. It meets virtually every test for the perfect deterrent: it is designed to reach almost any target in the Communist area, is highly immune to all forms of enemy attack, including ballistic missiles. No power on earth can prevent our nuclear subs from ringing Russia with a silent and deadly deterrent force.

New we come to the multibillion-dollar question—how do we stand with the Soviets in the ballistic-missile race? A tour of our installations at Canaveral and elsewhere should convince the visiting experts that we are just about neck and neck. Both the United States and the Soviet Union are expected to have the first few operational ICBM’s read to fire by the end of this year.

As for the “missile gap” which has been the subject of recent debate, Secretary of Defense Neil McElroy explains: “This phrase can be applied only when the number of ICBM’s which the United States actually plans to produce is compared to the number that is estimated the Soviets could produce. We, of course, must be prepared with a sufficient retaliatory force to deter the Russians if their actual production should come up to their potential. But this does not mean that we should simply match them, ICBM for ICBM. In the opinion of our military experts our combination of heavy-weapons delivery systems—aircraft and missile—is more of a deterrent to any attack on us than the all-out production of early-model ICBM’s would be.”

I ASK, “Why don’t we show the Russians many of these defense measures?” What I would not show them is any self-satisfaction on our part about the future, any slowing-up of plans to produce the new weapons which must inevitably take the place of the old ones. I believe we are in a continuing struggle to keep on top in this business of declaring war. I think that the Russians are never to be underrated. I also believe that the Communists are master bluffers that they seek to put us off by arrogant threats to Berlin and to the peace of the far Pacific, and, while our people are preoccupied with these threats, they may try to take over Iraq as the Chinese Reds have conquered Tibet.

The presidents who since have tried to end the Cold War were assassintated or got their hats handed to them. JFK stood up to the War Party. Although he had his doubts, LBJ went along with the Gulf of Tonkin excuse for Vietnam. Nixon did OK until his detente with the Soviets and his opening to China. Ford exited Vietnam and pardoned Nixon costing him the 1976 election. Carter said Human Rights would be our foreign policy's guiding light and CIA was in open revolt. Reagan was loved until he proposed giving up all the nukes at Reykjavik to Gorbachev and then Iran-Contra almost got him impeached. Since then it's been Bush - Clinton - Bush with no let up in sight for the Pentagon money trough.

I was born ten kilometers from the United States of America. I feel closer to people in Seattle culturally, than I do to Torontonians. I am now a citizen of the Netherlands, thanks to my father.

I don't hate America. IN fact I love it. I just don't like the current government which I feel is a threat to the Canadian way of life and our choice as a nation to follow a more socialist (let's even call it Christian) path. We don't have a RW Christian lobby group that screams in Ottawa. Nor do we want one. Canada is progressive - even more than the Europeans in many cases.

Hence, I prefer Kerry and a democratic government in the USA because I feel the foundation of our country, our medicare, our decriminalisation of marijuana, our gay marriages, our social welfare system and more is under threat with the military industrialists that now run America.

Some call it a war on terrorism. I call it oil imperialism and arms sales.

This research I have compiled I put together last year... over a few weeks of looking around for the roots of the problem of war. You don't have to agree and I suspect many won't. But this is what I pulled out of the info highway.

The Bush family have been starting wars for nearly a century.




Samuel Prescott Bush (1863 October 4 Brick Church NJ - 1948 February 8 Columbus OH) was the father of Senator Prescott Bush, grandfather of George H. W. Bush and greatgrandfather George W. Bush.

He was the son of the Rev. James Smith Bush.

The Grand Patriarch of the Bush clan founded the Buckeye Steel Castings Company of Ohio in 1894 as The Buckeye Malleable Iron & Coupler Company. They manufactured steel car couplers for trains, truck bodies, bolsters, truck fenders, yokes, and (among other things) made railway parts for the Harrimans. The two families were closely associated at least until the end of World War II. Samuel, as did all the other Industrialists of the time, grew very wealthy and influential.

He was the first president of National Manufacturers Association, and cofounder of Scioto Country Club and Columbus Academy.

In the spring of 1918, Bush became Chief of the Ordnance, Small Arms and Ammunition Section of the War Industries Board of Bernard Baruch and Clarence Dillon, with national responsibility for government assistance to and relations with Remington and other weapons companies.

Bush was essentially taking national responsibility for government assistance to his own Remington Arms Company and other weapon makers. Through these weapons manufacturers, Samuel Bush made and sold arms to 75% of the WWI combatants on both sides.

Senate hearings in 1934 by the Nye committee attacked the ‘Merchants of Death’— war profiteers such as the American Remington Arms and the British Vickers company — whose salesmen had manipulated many nations into war and then supplied weapons to all sides.

Unfortunately most of the records and correspondence of Bush's arms-related section of the government have been burned ‘to save space’ in the National Archives.

"With the war mobilization conducted under the supervision of the War Industries Board, U.S. consumers and taxpayers showered unprecedented fortunes on war producers and certain holders of raw materials and patents. Hearings in 1934 by the committee of U.S. Senator Gerald Nye attacked the "Merchants of Death", war profiteers such as Remington Arms and the British Vickers company, whose salesmen had manipulated many nations into wars, and then supplied all sides with the weapons to fight them. Most of the records and correspondence of Samuel Bush's arms- related section of the government have been burned, "to save space" in the National Archives. This matter of destroyed or misplaced records should be of concern to citizens of a constitutional republic. Unfortunately, it is a rather constant impediment with regard to researching George Bush's background: He is certainly the most "covert" American chief executive."

Samuel Bush was labeled a "Merchant of Death" in the years following the Great War as investigations began into the instigators of the war and of the new emerging world militarism. The German Army under the Kaiser was the largest and most well armed in the world in 1914, and they were largely armed by Samuel Bush. After WWI, Germany was stripped of their arms, but Samuel Bush was allowed to keep his millions, and his arms business was allowed to grow and prosper. In 1944 he was awarded a huge government contract to make armor casings for WWII. He died shortly after the war ended in 1948, within months of the passage of the National Security Act.

Here's the irony - George W. Bush underfunds Amtrak and his own great grandfather's legacy, Buckeye steel casting in order to starve the rail industry and retain control for the automobile and oil lobbyists. You want to drive an SUV right?

Congress is apparently mostly to blame for Ohio steel maker’s closing
“Meager federal funding for Amtrak contributes to the closure of large Ohio steel company,” states the Ohio Association of Railroad Passengers in a press release.

The Ohio ARP’s administrative director, Stu Nicholson in Columbus, said, “Years of subsistence level funding for Amtrak is now contributing to the near demise of an Ohio steel supplier that provides the passenger railroad’s fleet with most of its undercarriage assemblies. This may result in the loss of hundreds of good-paying jobs.”

The Ohio ARP is a non-profit railroad advocacy association.
Buckeye Steel Castings Corp. of Columbus said it had suspended operations as it negotiates for financing to continue operations.
Buckeye once employed more 1,400 people, but that number shrank to as few 400 two years ago. Business had begun to turn around slightly and employment rose to almost 700 as of last week.

The post-September 11, 2001 downturn in the economy and railroad industry saw the domestic demand for Buckeye products drop.

“This drop in business is due in no small part to the fact that action to fully fund Amtrak, one of Buckeye Steel’s major customers, has been sidetracked by Congress and the Bush Administration,” said Nicholson.
Buckeye Steel’s closure and layoffs follows the loss of another major Ohio rail industry supplier – a Timken bearings plant in Columbus, which also had Amtrak as an important customer. Ohio has more than 100 rail industry suppliers, many of which serve Amtrak and commuter rail agencies nationwide.

“When the federal government starves Amtrak, it also starves Amtrak’s suppliers, their employees and local economies which depend on these manufacturing jobs,” said Nicholson.

“Amtrak’s trains don’t even serve Columbus, and yet the ripple effect from starving Amtrak has had a direct and serious impact on our local economy. If the federal government provided enough funding to create a world-class passenger rail system, world-class economic development would be an obvious result,” Nicholson added.

Buckeye Steel, an OARP corporate member, began 121 years ago as the Murray-Hayden Foundry. Ironically, President George W. Bush’s great-grandfather, Samuel Prescott Bush, was president of Buckeye Steel from 1907-1927.

“Yet, President Bush proposes a $571 million budget for Amtrak in 2003 that would result in its shutdown. Amtrak said it needed at least $1.2 billion for 2003 just to survive,” Nicholson added, “but the General Accounting Office reported earlier this year that Amtrak needs $2.4 billion per year to run the system as-is and begin returning the condition of its physical assets to a state of good repair. That includes the replacement of hundreds of worn-out trucks that Buckeye Steel would likely provide, as well as assemblies for new rail passenger cars.”

Buckeye Steel officials say that would immediately improve its financial situation and preserve valuable jobs.

“It’s ironic that President Bush’s lack of support for Amtrak is contributing to the fall of a company that his great-grandfather helped make a success,” Nicholson said.

“President Bush and Congress can change this tomorrow by working to give Amtrak the funding it needs to rebuild.”

(National Manufacturers Association) Samuel Prescott Bush was the organization’s first president.

Besides funding pro-fascists groups like the Silver Shirts, corporate America sponsored several other groups with a hint of respectability. One such organization that figured prominently in spreading the propaganda was the National Association of Manufacturers (NAM). Such organizations as NAM would serve as bridge groups between the rich corporate owners and the public.

NAM along with the National Industrial Information Committee picked up the banner of du Pont's free enterprise dogma. It was Fulton Lewis Jr. a former employee of NAM that became the mouth piece for NAM. Using his radio program on the Mutual Network, Lewis spread the NAM propaganda to roughly three million people daily. Lewis denied the truth put forth by the La Follette and the Truman committees and instead aired NAM's propaganda under the disguise as "Your Defense Reporter."21 At the 1942 NAM convention, NAM went on record of supporting Free Enterprise fully.

The convention adopted a plank of full support of du Pont’s concept of free enterprise even if it hindered the war effort. In contrast, the 1942 CIO convention went on record for first winning the war. 24 In other words labor was willing to make the sacrifices need to win the war; big business on the other hand wasn't and put profits ahead of the war.
NAM was only one group of many that was used to propagandize America.

There were many others including the Chamber of Commerce. In the previous chapter, it was detailed how corporate America used groups such as the Chamber of Commerce and the American Legion as bridge groups between the leaders of corporate America and the workers. The following chapter will detail how NAM served as a bridge group. The reader should be fully aware that the top officials of the John Birch Society in the 1950s were all former officials of NAM.
Many of the members of the National Publishers Association were also members of NAM.

William Warner publisher of McCall’s and Redbook was the head of NAM. The Curtis Publishing Company, publisher of the Saturday Evening Post and the Ladies Home Journal was represented by P.S. Collins a spokesman for W.D Fuller the president of NAM. The Luce publications Time, Life and Fortune were also closely associated with NAM.
Today the media is even more consolidated than the media in the 1940s, less than ten corporations control over eighty percent of the airwaves and press.

The Republicans have repeated the lie that the media is biased to the left so many times that many people buy into it even though the reverse is true. The corporations in fact censor the media. Two thirds of the editors when questioned have reported that their advertisers have threatened to withdraw advertising because of the content of news stories. Seventy five percent report that large advertisers have tried to influence the content of news stories in a 1992 survey.

A new book on wartime profit-making with a title like "Warhogs" might suggest yet another entry for the "merchants of death" school on the relationship between private enterprise and the military in America.

The notion that the relation is inherently corrupt, and the idea that the main beneficiaries of war are contractors, bankers, and market capitalism, have been widely shared among Americans at least since the Pequot wars of the 1630s when profiteering gunsmiths scandalized New England (pp. 16-17).

During the twentieth-century that perspective assumed an even more sinister hue. Not only did merchants of death profit from war, they instigated it at every opportunity.

Staurt Brandes’ title, however, is tongue-in-cheek. Warhogs traces profiteering and efforts to control it through America’s various wars from the colonial period to the end of World War Two.

The author shows how exaggerated were common assumptions and constant charges of graft and malfeasance in military supply. He also shows how basic such suspicions have been to popular republicanism in America and how that ideology has continuously shaped national policy on the business of war.

Brandes wants to contribute to what he calls the "New Military History" which, he asserts, offsets ideology and conspiracy-mindedness by concentrating "less opprobriously on understanding civil-military relations" (p. 357).

Warhogs is particularly strong on war-profit politics during World War One and through Senator Gerald P. Nye’s investigation of the munitions industry in 1934-35. Readers might want to compare Brandes’ dismissal of the Nye Committee’s methods as "eerily close to the methods of Senator Joseph R. McCarthy" and the Nye Report as "pure demagoguery" with Matthew Ware Coulter’s recent study. Nevertheless, Brandes credits the Nye Committee and the Vinson-Trammell Act of 1934 for the general success of excess-profit taxation and renegotiated contracts during World War Two.

Part 2: Economic Warfare & Traitors in High Places

On January 1, 1926 an agreement between du Pont, DAG and VCR was consummated, and was similar to another agreement of the same date between du Pont and Imperial Chemical Industries of Britain.

This agreement, debated at length in the 1934 Nye Committee hearings, was found unsigned in du Pont files. It was a gentlemen's agreement that could be denied if discovered. The agreement detailed exchanges of patents and technical information.

In defiance to the Treaty of Versailles banning German companies from selling military explosives, it provided a means by which du Pont could sell German produced explosives. The Nye report provides the best summary of the agreement:

"In other words, though German munitions companies cannot sell abroad, American companies can sell for them, and to our own government at that."

In effect, the agreement between du Pont, DAG and VCR reestablished the pre-war cartel between du Pont, Koln-Rottweiler Pulverfabriken and the British Nobel Dynamite Trust. Under this agreement, du Pont agreed not to erect any powder works in Europe, and the other signers agreed not to erect power works in the United States.

Technical information was exchanged among the signatories, and du Pont agreed to inform the others of the quantity, quality and requirements of all powder sales to the United States Government.

In 1910, the Justice Department found the agreement a violation of anti-trust laws, resulting in the breakup of du Pont powder works. This resulted in the formation of Atlas Powder and Hercules Powder. Within a few years of the 1910 ruling, du Pont reorganized in Delaware due to its lax regulations of corporations.

An agreement between du Pont and Dynamit in 1929 controlled the production of tetrazine, a substance for greatly improved ammunition primers. When W.W.II began in 1939, Remington (controlled by du Pont) received huge British ammunition orders. Because of a clause in the agreement with I.G, the British received an inferior cartridge lacking tetrazine.

FINDINGS

I. NATURE OF THE MUNITIONS COMPANIES

The committee finds, under the head of "the nature of the industrial and commercial organizations engaged in the manufacture of or traffic in arms, ammunitions, or other implements of war" that almost none of the munitions companies in this country confine themselves exclusively to the manufacture of military materials.

Great numbers of the largest suppliers to the Army and Navy (Westinghouse, General Electric, du Pont, General Motors, Babcock & Wilcox, etc.) are predominantly manufacturers of materials for civilian life. Others, such as the aviation companies and Colt's Patent Firearms Co., supply the greatest portion of their output to the military services. In addition to the manufacturers there are several sales companies which act as agents for various manufacturers.

There are also brokers dealing largely in old and second-hand supplies. In case of war, other companies, not at present producing any munitions, would be called upon to furnish them.

The Army manufactures its own rifles, cartridges, and field artillery. The Navy manufactures most of its own propellant powder, its own guns, and half of the battleships.

II. THE SALES METHODS OF THE MUNITIONS COMPANIES

The Committee finds, under the head of sales methods of the munitions companies, that almost without exception, the American munitions companies investigated have at times resorted to such unusual approaches, questionable favors and commissions, and methods of "doing the needful" as to constitute, in effect, a form of bribery of foreign governmental officials or of their close friends in order to secure business.

The committee realizes that these were field practices by the agents of the companies, and were apparently in many cases part of a level of competition set by foreign companies, and that the heads of the American companies were, in cases, apparently unaware of their continued existence and shared the committee's distaste and disapprobation of such practices.

The committee accepts the evidence that the same practices are resorted to by European munitions companies, and that the whole process of selling arms abroad thus, in the words of a Colt agent, has "brought into play the most despicable side of human nature; lies, deceit, hypocrisy, greed, and graft occupying a most prominent part in the transactions."

The committee finds such practices on the part of any munitions company, domestic or foreign, to be highly unethical, a discredit to American business, and an unavoidable reflection upon those American governmental agencies which have unwittingly aided in the transactions so contaminated.

The committee finds, further, that not only are such transactions highly unethical, but that they carry within themselves the seeds of disturbance to the peace and stability of those nations in which they take place. In some nations, violent changes of administration might take place immediately upon the revelation of all details of such transactions.

Mr. Lammot du Pont stated that the publication of certain du Pont telegrams (not entered in the record) might cause a political repercussion in a certain South American country. At its February 1936 hearings, the committee also suppressed a number of names of agents and the country in which they were operating, in order to avoid such repercussions.

The committee finds, further, that the intense competition among European and American munitions companies with the attendant bribery of governmental officials tends to create a corrupt officialdom, and thereby weaken the remaining democracies of the world at their head.

The committee finds, further, that the constant availability of munitions companies with competitive bribes ready in outstretched hands does not create a situation where the officials involved can, in the nature of things, be as much interested in peace and measures to secure peace as they are in increased armaments.

The committee finds also that there is a very considerable threat to the peace and civic progress of other nations in the success of the munitions makers and of their agents in corrupting the officials of any one nation and thereby selling to that one nation an armament out of proportion to its previous armaments. Whether such extraordinary sales are procured through bribery or through other forms of salesmanship, the effect of such sales is to produce fear, hostility, and greater munitions orders on the p art of neighboring countries, culminating in economic strain and collapse or war.

The committee elsewhere takes note of the contempt of some of the munitions companies for those governmental departments and officials interested in securing peace, and finds here that continual or even occasional corruption of other governments naturally leads to a belief that all governments, including our own, must be controlled by economic forces entirely.

III. THEIR ACTIVITIES CONCERNING PEACE EFFORTS

The committee finds, under this head, that there is no record of any munitions company aiding any proposals for limitation of armaments, but that, on the contrary, there is a record of their active opposition by some to almost all such proposals, of resentment toward them, of contempt for those responsible for them, and of violation of such controls whenever established, and of rich profiting whenever such proposals failed.

Following the peaceful settlement of the Tacna-Arica dispute between Peru and Chile, L. Y. Spear, vice president of Electric Boat Co. (which supplied submarines to Peru) wrote to Commander C. W. Craven, of Vickers-Armstrong (which supplied material to Chile):

It is too bad that the pernicious activities of our State Department have put the brake on armament orders from Peru by forcing resumption of formal diplomatic relations with Chile * *

When the proposal to control the international traffic in arms was made in 1924 the Colt licensee in Belgium wrote:

It is, of course, understood that our general interest is to prevent the hatching up of a new agreement plan "under such a form" (as Sir Eric Drummond says) "that it may be accepted by the governments of all the countries who manufacture arms and munitions of war."

It then proposed methods of "lengthening the controversies" and to "wear out the bodies occupied with this question."

The first great peace effort after the war was incorporated in the Treaty of Versailles and in the treaty of peace between the United States and Germany in the form of a prohibition on the manufacture, import, and export of arms by Germany. The manufacture and export of military powder by German companies, in violation of these treaty provisions first took place in 1924 and was known to the Nobel Co. (predecessors of Imperial Chemical Industries) of England and to the du Pont Co., but was not brought to the attention of the Department of State.

The du Pont officials explained that the violation was allowed because of the close commercial relations between the British and German chemical companies. Later, United Aircraft licensed a German company for the manufacture of its airplane engines. Sperry Gyroscope also licensed a German company for the manufacture of its equipment. Both the engines and the equipment were of military availability. (See part V, B, secs. II and III.)

The second peace effort was made in 1922, when the Washington Disarmament Conference took place, not long after the American shipbuilding companies had received post-war awards of destroyers at a cost of $149,000,000, and while battleships whose construction was left pending in 1917 were being completed.

The naval part of that conference succeeded in stopping a naval race. There was however, no effective action taken in regard to checking the use of poison gas, which was the other main subject for consideration. The committee's record is incomplete on the activities of the munitions companies in this connection, but does show their opposition to proposals for control of the chemical industry and their interest in the choice of chemical advisers to the American delegation.

The conference had been preceded by the sale of all the German chemical patents to the American companies for a small sum, extensive propaganda and expenditures for high-tariff protection on grounds of national defense, and the instigation and writing of news stories from London and Paris designed to give the American public the impression that France and England were engaged in the construction of great poison-gas factories of their own to offset the German ones.

Some of these were written by a du Pont agent under an assumed name. The Washington Conference operated in this atmosphere, and contented itself with repeating the declarations of The Hague conventions respecting the use of poisonous gases in warfare which had been violated during the war. Several delegations pointed out that this was no progress at all, but simply a reaffirmation of supposedly existing international law.

The embargo placed at the request of the Central (Nanking) Chinese Government on exports of arms to China was, according to the evidence, violated by American and European munitions companies. Shipments via Europe and Panama were frequently considered as a means of evading the embargo.

The Geneva Arms Control Conference of 1925 was watched carefully by the American and European munitions makers. They knew the American military delegates to the conference several weeks before the public was informed of their names, and one of them told the munitions makers that he believed a licensing system (the sine qua non of any control) to be undesirable.

Du Pont representatives made known their objections to publicity. At a conference at the Department of Commerce (prior to the convening of the Geneva Conference) the objections of the munitions manufacturers were considered carefully and reservations to the draft convention to be discussed at Geneva were made.

State Department documents not entered into the record ,give credit to the American delegation to the Geneva Conference for weakening the proposed draft convention in two important respects. The du Pont representatives (who attended the meeting at the Department of Commerce) later remarked of the final draft of the convention regarding the arms traffic signed at Geneva in 1925:

There will be some few inconveniences to the manufacture of munitions in their export trade, but in the main they will not he hampered materially.

The draft convention was widely advertised as a large step forward in the direction of control of the traffic in arms. It has, in 1936, not yet been ratified by sufficient States to put it into effect.

The influence of American naval shipbuilding companies on the Geneva Disarmament Conference of 1927 has been described in the committee's report on Naval Shipbuilding (74th Cong., Rept. 944). Their agent at Geneva claimed credit for the failure of that conference, which came at a time when the Big Three shipyards had been given orders by the Navy for $53,744,000 in cruisers, which would have been cut materially in case the conference had been a success. He was paid by the shipbuilders into 1929. The Navy has not denied to the committee that this agent of the shipbuilders was in possession of confidential Navy Department documents during the time of his activity at Geneva.

Following the Geneva conference an arms embargo resolution was introduced in 1928 by the chairman of the American delegation to that conference, Representative Burton of Ohio.

The munitions manufacturers, cocky with their success at Geneva, consulted with such allied interests as the Sporting Arms and Ammunition Manufacturers Institute, and found it unnecessary to appear in the front ranks of opposition to this resolution.

In 1932 Representative Fish introduced a resolution for a multilateral agreement renouncing the sale and export of arms. Du Pont representatives were active in lining up War and Navy opposition to it. In 1932-33 President Hoover supported an arms embargo which drew the comment from a du Pont representative:

Regarding the attempts of Mr. Hoover and the "cooky pushers" in the State Department to effect embargoes on munitions sent out of the country, I do not believe there is the least occasion for alarm at present.

The munitions people were active in opposition to the arms embargo proposal which was adopted in the Senate without opposition. Senator Bingham of Connecticut succeeded in killing the bill on reconsideration and received the thanks of the munitions people and of their organization, the Army Ordnance Association. The War Department also opposed the embargo.

In 1932, another disarmament conference was held at Geneva. By this time the failure to prevent the rearmament of Germany, described above, had resulted in great profits to the French steel industry which had received large orders for the building of the continuous line of fortifications across the north of France, to the French munitions companies, and profits were beginning to flow into the American and English pockets from German orders for aviation matériel. This in turn resulted in a French and English aviation race, and with Germany openly rearming the much-heralded disarmament conference which convened in 1932 has failed completely. It was pointed out by a committee member that Du Pont representatives were aware that--

the effect of the failure to check the treaty violation even goes to the extent of making a subsequent disarmament convention, if not improbable in its success, at least calculated to produce only an unworkable document.

In 1934, Congress adopted a joint resolution prohibiting, in effect, sales of munitions to Bolivia and Paraguay, then engaged in the Chaco War, for a period of almost 6 years. During these 6 years, the munitions companies had profited largely from the defeat of the Burton embargo proposal, offered in 1928.

The Chaco embargo, according to indictments issued by a Federal grand jury, was violated by the Curtiss-Wright Export Corporation and the Curtiss Aeroplane Motor Co. The lower court has held the embargo unconstitutional on the ground of delegation of power to the President.

Mayrink-Veiga, agents for many munitions companies in Brazil suggested that the embargo could be evaded by the shipment of planes to Europe first, stating that to be the Curtiss and Bellanca procedure.

In 1935, after a year of hearings by the special committee, a neutrality bill was passed including an embargo on arias, ammunition, and implements of war in the event of a state of war between two or more foreign states, and including a munitions-control board with power to issue export licenses. The Secretary of State has announced that not all the companies supposed to register under this law have done so. In 1936 an attempt was made to amend the neutrality law by holding the exports of necessary war materials (oil, copper, steel, etc.) to belligerents to normal quotas. This was defeated. Considerable quantities of those materials were already being exported to Italy, one of the belligerents in the Italo-Ethiopian War, and some of the exporting companies had connections and investments in Italy.

IV. THE EFFECT OF ARMAMENTS ON PEACE

The committee finds, under the head of the effect of armament, on peace, that some of the munitions companies have occasionally had opportunities to intensify the fears of people for their neighbors and have used them to their own profit.

The committee finds, further, that the very quality which in civilian life tends to lead toward progressive civilization, namely the improvements of machinery, has been used by the munitions makers to scare nations into a continued frantic expenditure for the latest improvements in devices of warfare. The constant message of the traveling salesman of the munitions companies to the rest of the world has been that they now had available for sale something new, more dangerous and more deadly than ever before and that the potential enemy was or would be buying it.

While the evidence before this committee does not show that wars have been started solely because of the activities of munitions makers and their agents, it is also true that wars rarely have one single cause, and the committee finds it to be against the peace of the world for selfishly interested organizations to be left free to goad and frighten nations into military activity.

The committee finds, further, that munitions companies engaged in bribery find themselves involved in the civil and military politics of other nations, and that this is an unwarranted form of intrusion into the affairs of other nations and undesirable representation of the character and methods of the people of the United States.

The export field of our munitions companies has been South America and China, with occasional excursions into Poland, Turkey, Siam, Italy, Japan, and other nations. There was less important dynamite loose in either South America or China than in western Europe. The activities of the munitions makers in Europe were of greater importance to the peace of the western world than their activities in either South America or China.

It will remain for commissions with full powers in the large European nations to report on the provocative activities of their companies, particularly to investigate the statements made in the French Chamber of Deputies, that Skoda in Czechoslovakia, a subsidiary of Schneider-Creusot, financed the Hitler movement to power, which, more than any one other event, can be credited with causing the present huge rearmament race in Europe, so profitable to the European steel, airplane, and munitions companies.

In South America there have, in the post-war years, been moments of severe tension, occasionally breaking out into war. One of these moments apparently came directly after the World War, when Chile bought from Vickers a considerable battle fleet. This caused agitation in Brazil, Argentina, and Peru, with Vickers taking the lead in Chile and Argentina, and Electric Boat Co. in Peru and Brazil. The situation was apparently so delicate that an administration countermanded an offer from the United States Navy to sell destroyers to Peru inasmuch as the sale might encourage an outbreak of war between Chile and Peru (exhibits 54, 57).

Later tension developed between Peru and Chile over the Tacna-Arica matter and Aubry, the Electric Boat Co. agent, felt that if he brought the contracts for submarines for Peru--

it would be a great blunder going to Argentina, for instance, via Chile (In this business we have to be tactful and a little diplomatist) and so in regard to Brazil as well as to the Argentine now that affairs are going to take place at the same time (exhibit 69).

Mr. Carse, president of Electric Boat, recognized the danger of armament when he pointed out in regard to financing Peruvian purchases "the armament which this money could purchase would not insure victory, as the other nation has much stronger armament and would tend more to bring conflict to a point than if they did not purchase the armament" (exhibit 61). It was sold, nevertheless.

The spreading effects of such fears were reported by Vice President Sutphen of Electric Boat:

It appears that there has been quite an agitation in Bolivia, as you know, and a revolution has occurred there recently, and in the opinion of the bankers it has been instigated largely by Peru to have Bolivia join with her in opposition to Chile (ex. 60).

Chile was the country which bought the original increased armaments. It was in this connection that Spear wrote Craven of the "pernicious activities" of the United States Department of State in helping the resumption of diplomatic relations between Chile and Peru.

The naval armament had its military side. Evidence read into the record during the Colt Co. hearing in 1936 indicated an arms race with intense activity on the part of all machine-gun manufacturers. The country which was credited with starting military armament "out of all proportion with that of other countries in South America" was identified as a country whose officials were the most susceptible to bribes.

The Department of Commerce obligingly furnished Colts the information that the arms race was bringing about a cabinet crisis in one of the countries reluctant to participate in it.

The statement of a Federal Laboratories salesman that "the unsettled condition in South America has been a great thing for me" is the key, and also, "We are certainly in one hell of a business where a fellow has to wish for trouble to make a living."

Colombia and Peru, at the time of the Leticia incident, were each kept well informed by the munitions companies of the proposed purchases of the other nation. The evidence of the Colt agent in Peru was that the Vickers agent, after unloading a huge armament order on Peru, had boasted to the Peruvians that he would sell "double the amount, and more modern, to the Chilean Government."

When a limited amount of materiel, such as machine guns, was available, Bolivia could be forced into ordering them on the threat that unless she acted quickly, Paraguay would get them. Killing the back-country Indians of South America with airplanes, bombs, and machine guns boiled down to an order to get busy because "these opera bouffe revolutions are usually short-lived, and we must make the most of the opportunity"

In China the munitions companies report that there was a certain amount of feeling between the Central (Nanking) Government and the Canton Government. The Boeing agent was able to sell 10 planes to the Canton Government. Referring to the Nanking (recognized) Government he wrote:

Their anger at us in selling airplanes to the Cantonese is more than offset by the fact that the Cantonese have gotten ahead of them and will have better equipment than they will have. In other words, the Canton sale is quite a stimulant to the sale up here.

The company, interested in making sales also to the recognized Nanking Government, replied:

If the present deal with the Cantonese can be put through, without unreasonable demands being made upon us, it is to our advantage to successfully conclude the business if for no other reason but for the effect it would have on the Nanking Government.

All this may be little more to the munitions people than a highly profitable game of bridge with special attention on all sides to the technique of the "squeeze" play, but to a considerable part of the world's inhabitants there is still something frightful in death by machinery, and the knowledge that neighboring governments have acquired the latest and fastest engines of destruction leads to suspicion that those engines are meant to be used, and are not simply for play and show.

At the time a naval bill for $617,000,000 was before Congress, the president of the Bath Iron Works in Maine asked the publisher of a string of newspapers to reprint a Japanese war-scare story, although the Chinese source of that story had been thoroughly discredited editorially by the newspaper originally publishing it, the New York Herald Tribune. He thanked the publisher for playing up the scare story (Report on Naval Shipbuilding).

Attempts to sell munitions frequently involve bribery, which, to be effective, must go to those high in authority. This is apt to involve the companies in the politics of foreign nations. Federal Laboratories, by putting itself at the disposal of the administration of Cuba and two opposing factions, all at the same time, is a case in point. The Colt agent in Peru reported on his helping overthrow the general in charge of ordnance orders. American airplane companies reported on the political influence of French and English airplane companies, in a certain European country. Sperry Gyroscope's representative reported on Vickers' (English) political influence in Spain, as did also Electric Boat Co. officials.

The political power of the companies is best indicated, however, by a letter from Mr. John Ball, director of the Soley Armament Co Ltd., of England, in which he pointed out that "the stocks we control are of such magnitude that the sale of a big block of them could alter the political balance of power of the smaller States."

V. THEIR RELATIONS WITH THE UNITED STATES GOVERNMENT

The committee first, under this head, repeats its report on naval shipbuilding, in which "the committee finds, under the head of influence and lobbying of shipbuilders, that the Navy contractors, subcontractors, and suppliers constitute a very large and influential financial group", and "the committee finds that the matter of national defense should be above and separated from lobbying and the use of political influence by self-interested groups and that it has not been above or separated from either of them."

The committee finds, further, that the munitions companies have secured the active support of the War, Navy, Commerce, and even State Departments in their sales abroad, even when the material was to be produced in England or Italy.

The committee finds that by their aid and assistance to munitions companies the War, Navy, and Commerce Departments condone, in effect, in the eyes of those foreign officials cognizant of the details of the transactions the unethical practices of the companies which characterize their foreign sales efforts.

The committee finds that the munitions companies have constantly exerted pressure on the War Department to allow the exportation of the most recent American improvements in warfare, and have usually been successful in securing it, and have also furnished plans of important new machines of war to their foreign agents in advance of any release by the War Department.

The committee finds that the War Department encourages the sale of modern equipment abroad in order that the munitions companies may stay in business and be available in the event of another war, and that this consideration outranks the protection of secrets. (General Ruggles was quoted: "It was vastly more important to encourage the du Pont Co. to continue in the manufacture of propellants for military use, than to endeavor to protect secrets relating to the manufacture.")

The committee finds that as improvements are developed here, often with the cooperation of the military services, and these improvements presumably give the United States a military advantage, we are in the anomalous position of being forced to let the other nations have the advantages which we have obtained for ourselves, in order to keep the munitions manufacturers going, so that the United States can take advantage of the same improvements which its companies have sold abroad.

The committee finds, from official documents it has not entered into the record, that the United States naval missions to Brazil and Peru have been given considerable help to American munitions makers, and that their participation and leadership in war games directed at "a potential enemy" have not advanced the cause of peace in South America, and that their activity can be misinterpreted by neighboring countries as support of any military plans of the nations to which they are attached.

The committee finds, from official documents which it has not entered into the record, that the sales of munitions to certain South American nations in excess of their normal capacity to pay, was one of the causes for the defaults on certain South American bonds; and that the sales of the munitions was, in effect, financed by the American bond purchasers, and the loss on the bonds was borne by the same people.

The committee finds that the Army Ordnance Association, consisting of personnel from the munitions companies, constitutes a self-interested organization and has been active in War Department politics and promotions.

The committee finds that the Navy League of the United States has solicited and accepted contributions from steamship companies, the recipients of subsidy benefits, and that it has solicited contributions from companies with large foreign investments on the ground that these would profit from a large navy and that its contributors have at times been persons connected with Navy supplies. The committee also finds that the Navy League together with various Navy officials have engaged in political activity looking toward the defeat of Congressmen unfavorable to Navy League and Navy views.

The committee finds, further, that any close associations between munitions and supply companies on the one hand and the service departments on the other hand, of the kind which existed in Germany before the World War, constitutes an unhealthy alliance in that it brings into being a self-interested political power which operates in the name of patriotism and satisfies interests which are, in large part, purely selfish, and that such associations are an inevitable part of militarism, and are to be avoided in peacetime at all costs.

The committee finds, finally, that the neutrality bill of 1936, to which all its members gave their support and which provides for an embargo on the export of arms, ammunitions, and implements of war to belligerents, was a much needed forward step, and that the establishment of a Munitions Control Board, under the Department of State, should satisfactorily prevent the shipment of arms to other than recognized governments.

VI. INTERNATIONAL AGREEMENTS OF MUNITIONS COMPANIES

The committee finds, under this head, that, among the companies investigated, the following have the most extensive foreign arrangements: F. I. du Pont do Nemours Co., Colt's Patent Firearms Co., Electric Boat Co., Sperry Gyroscope Co., Pratt & Whitney Aircraft Co.

The committee finds that the usual form of arrangement is a license to a foreign ally involving rights to manufacture and sell in certain parts of the world, together with more or less definite price-fixing agreements and occasionally profit-sharing arrangements, and that in effect the world is partitioned by parties at interest.

The committee finds that the granting of licenses to manufacture and sell to nations against which there were embargoes, such as Germany, was in practice a violation of the interest of such embargoes and nullified them.

The committee finds that the international commercial interests of such large organizations as du Pont and Imperial Chemical Industries may precede in the minds of those companies the importance of national policy as described publicly by the foreign office or State Department, and that such considerations of commercial interest were apparently foremost in the rearming of Germany beginning in 1924 and in the sale of a process which could he used to manufacture cheaper munitions in Japan in 1932, shortly after Secretary of State Stimson had taken steps to express the disapproval of this Nation for Japan's military activities in Manchuokuo.

Several aviation companies also licensed Japan for the use of their material in Manchuokuo at a time when the United States Government refused recognition to it. Recognition by munitions companies may be far more important than diplomatic recognition.

The committee finds that the licensing of American inventions to allied companies in foreign nations is bound to involve in some form the recurrence of experiences similar to those in the last war in which Electric Boat Co. patents were used in German submarines and aided them in the destruction of American lives, and ships, and that in peacetime the licensing involves the manufacture abroad, at lower costs, of American material.

VII. THE CHEMICAL INDUSTRY AND MUNITIONS

The committee finds a general acknowledgment of the importance of the commercial chemical industry to the manufacture of such instruments of warfare as high explosives and gasses, that most of the large industrial nations have granted their chemical companies considerable measures of protection in the interests of national defense, and that no effective control has to date been established over these large military resources.

These findings were concurred in by all members of the committee.

1920: Averell Harriman & George Herbert Walker of W.A.Harriman & C0. gain control of the German Hamburg-Amerika Line after negotiations with the latter’s chief executive, William Cuno, & Max Warburg of the shipping line’s bankers, M.M. Warburg. The American holding now known as the American Ship & Commerce Corp. (ASCC). Samuel F. Pryor (above) of Remington Arms had been involved in the deal & now served on the board of ASCC.
(Cuno was subsequently to become a heavy contributor to Nazi Party funds). It should be noted that Averell Harriman was chairman of UPR from 1920-1946.

1922: Averell Harriman set up a branch of W. A. Harriman & Co. in Berlin under the residency of his partner, George H. Walker.

Oct. 1923: Fritz Thyssen’s contributions to the Nazi Party began with a donation of 100,000 marks (ref: his book “I Paid Hitler” ‘41).

Prior to ‘24: As revealed in a US government memorandum dated Oct. 5 ‘42 to the Executive Committee of the office of the Alien Property Custodian: “W. Averell Harriman was in Europe sometime prior to 1924 & at that time became acquainted with Fritz Thyssen, the German industrialist”, and they agreed to set up a bank for Thyssen in New York. It adds that the Thyssen agent “H. J. Kouwenhoven..came to the United States..prior to 1924 for
conferences with the Harriman company in this connection”.

1924: W.A.Harriman & Co invested $400,000 in setting up Union Banking Corp. (UBC) in New York to act in partnership with the Thyssen-owned Bank voor Handel en Scheepvart (Bank for Trade and Shipping, BHS) in Holland. The UBC was now in a position to transfer funds back & forth between the US and Thyssen’s companies in Germany - his Vereinigte Stahlwerke (United Steel) in particular. Prescott Sheldon Bush Snr. (son of Samuel Bush, & son-in-law of George H Walker) joins the Harriman - controlled US Rubber Co.

1926: Prescott S. Bush Snr. made Vice-President of W. A. Harriman & Co. The Wall Street banker, Clarence Dillon (an old colleague of Prescott S. Bush Snr.’s father, Sam Bush - see above), of Dillon Read, set up the German Steel Trust with Thyssen & partner, Friedrich Flick, whereby Dillon Read would handle the Trust’s corporate banking in return for two Dillon

Read representatives being on the board of the German Steel Trust, whose chief executive was Albert Voegler, another German industrialist who was to help Hitler into power. He (Voegler) also held directorships in the BHS bank, & the Hamburg-Amerika Line. The UBC was by now in partnership with Friedrich Flick’s vast steel, coal & zinc conglomerate operating in Germany & Poland - the Silesian Holding Co. Walker, Bush, & Harriman now owned one third of Flick’s conglomerate, calling their holding the Consolidated Silesian Steel Corp.

1930/’31; As admitted by Fritz Thyssen during interrogation in Sept. ‘45, he arranged with Rudolph Hess for the transfer of “about 250-300,000 marks” via his (Thyssen’s) Dutch bank BHS to the Nazi Party - adding it was “about the sum I’d given before”. In total, he had donated & loaned more than one million dollars to the Nazi Party.

Jan. 1 ‘31: W. A. Harriman & Co. merged with the British-American investment house, Brown Brothers, resulting in Prescott S. Bush Snr., Thatcher M. Brown & the two Harriman brothers being the senior partners of the new Brown Brothers Harriman firm. A board member of Brown Bros., Robert A. Lovett (son of Robert Scott Lovett & Asst. Sec. for Air ; Under Sec. of State <‘47 - ‘49>; Dep. Sec. of Defense <‘50 - ‘51>; Secretary of Defense <‘51 - ‘53>), an American whose father had served on the War Industries Board of WW 1 with Sam Bush ), became another partner in the newly- merged firm. Prescott S. Bush Snr. now ran the New York office of the the newly-merged firm, while Thatcher Brown ran the London end. vCertain pertinent facts about Brown Bros. are worthy of note here: Montagu Collet Norman, governor of the Bank of England & well-known Nazi sympathiser, was not only an ex-Brown Bros. partner - his grandfather had also been boss of Brown Bros. during the American Civil War when they (Brown Bros.) were shipping 75% of slave cotton from the southern states of America to British mills.

1932: As reported by the US embassy in Berlin to Washington not long before Hitler’s taking over of power, questions were being raised as to who were the financial backers behind the Nazi Party electioneering & their 300,000 - 400,000 SA & SS troops - adding that the American-owned Hamburg-Amerika Line was funding propaganda against the German government’s attempts to disband these troops!

Jan. 1933: Hitler assumes power in Germany.


Mar. 7 ‘33: Prescott S. Bush Snr. notified Max Warburg (above) that he (Warburg) was to be the American Ship & Commerce Line official representative on the board of the Hamburg- Amerika Line. Warburg had been a long-time advisor to Hjalmar Schacht (German Economics Minister & a close friend of Montagu Norman), & was an executive in the Reichsbank. A further pertinent connection: Max Warburg’s brothers ran the Kuhn Loeb investment bank, which had handled E. H. Harriman’s buy-out of the Union Pacific Railroad in the 1890’s (above).

Mar. 29 ‘33: As revealed in Moshe Gottlieb’s book “American Anti-Nazi Resistance ‘33 - ‘41”, Max Warburg’s son, Erich, cabled his cousin, Frederick Warburg - who was a director of the Union Pacific Railroad - instructing him to use his influence to stop all anti-Nazi propaganda & activity in America.

Mar. 31 ‘33: As a result: the American-Jewish committee (within which the Warburgs had much influence) & The B’nai B’rith (which subsequently became known as the Anti-Defamation League) issued a joint statement counselling “that no American boycott against Germany be encouraged”!

May. 20. ‘33: As reported in the New York Times: on Hitler achieving power, an agreement to coordinate all trade between Germany & America was reached in Berlin after negotiations between Hitler’s Economics Minister, Hjalmar Schacht (above) & John Foster Dulles. As a result of this, the Harriman International Co. - under Oliver Harriman (Averell’s first cousin) - formed a syndicate of 150 firms/individuals to conduct all exports from Germany to America. It should be noted here that the two Dulles brothers, partners in the corporate law firm Sullivan & Cromwell, had acted for many Nazi enterprises during & after this period, including I. G. Farben, developer of the nerve gas, Tabun; SKF, supplier of 60% of its bearings to Germany; & the Schroeder Banking house, of which Allen Welsh Dulles became a director of its New York branch - a post he held until 1944. (Further pertinent details of the Dulles brothers: J. F. Dulles became Secretary of State <‘53 - ‘59>; A. W. Sept. 5 ‘33: North German Lloyd Co. merged with Hamburg-Amerika Line in Hamburg.


Nov. 4 ‘33: American Ship & Commerce Corp. (owners of Hamburg-Amerika - see above) installed long-time Harriman executive, Christian Beck as manager of ‘freight & operations’ in North America for this newly-merged company, now known as Hapag-LLoyd, whose chairman was Emil Helfferich, a Nazi. Nazi security guards accompanied all shipping so engaged in this trade.

Sept. ‘34: At the US Senate Nye Committee hearings, it was revealed that Samuel Pryor, executive ctte. chairman of Remington arms & founding director of both the UBC & the American Ship & Commerce Corp., had joined in a cartel agreement with I. G. Farben, the German chemical/armaments conglomerate (see above). It was further revealed that the Nazi troops (noted above) were “nearly all armed with American guns”.

Dec. 7 ‘41: Japanese bomb Pearl Harbour - US now in World War 2.

Aug. 28 ‘42: Under the Trading with the Enemy Act, the US government - via Leo T. Crowley, the US Alien Property Custodian - ordered the seizure of all property of Hapag-LLoyd.

Oct. 20 ‘42: Leo T. Crowley, the US Alien Property Custodian - seized the stock shares of the Union Banking Corp. of New York, whose shareholders were: Chm./Dir. E. Rowland Harriman (of Brown Brothers Harriman); Pres./Dir. Cornelis Lievense (banking functionary for the Nazis); Treasurer/Dir. Harold D. Pennington (of Brown Brothers Harriman); Dir. Ray

Jul. 2 ‘45: As revealed by the US Treasury Dept. in hearings before a 79th Congress committee: the Vereinigte Stahlwerke (see above) had produced the following proportions of Nazi Germany’s total output: Pig iron 50.8%; Pipe & tubes 45.5%; Universal plate 41.4%; Galvanised sheet 38.5%; Heavy plate 36%; Explosives 35%; Wire 22.1%.

Thanks for bringing that up, seemslikeadream. Until I learned about the Bush Family Chronicles, I had no idea that a person would want to bring up their kids to think "Money trumps peace."

Father of Prescott Sheldon Bush, grandfather to George Herbert Walker Bush (Poppy), great-grandfather to George Walker Bush (Dubya).

Sam Bush was in his era to Remington Arms what Dick Cheney is to Halliburton in ours. Son of an Episcopal minister, he switched to a darker religion. Sam started out as low-management for railroads, where he made the connections needed to move over to Buckeye Steel Castings Company. Buckeye harbored railroad strike-breaker sentiment from the president on down. It's founder was member of the "Cleveland Gatling Gun Battery",<1> called a military and social organization, set up in 1878, the year after nationwide railroad strikes.

This guns and railroad connection returns for World War I, when Buckeye Steel produced gun barrels and shell casings, and Sam Bush was moved by his patrons into the position of chief of the Ordnance, Small Arms and Ammunition Section of the War Industries Board. Bush took national responsibility for government assistance to and relations with Remington and other weapons companies.<2> This was during the time that Buckeye Steel was casting gun barrels and Bush was president of Buckeye.

Preacher's son Bush looks innocent until you are informed that his patron, Percy Rockefeller took control of Remington Arms in 1914. Frank Rockefeller was president of Buckeye Steel for three years from 1905-1908, followed by Sam Bush from 1908-1927, throughout the WWI years and the gunbarrel sales era of Buckeye.<3> In 1915 a new Remington plant was constructed, operational by 1916 for the first world war, just in time to get a million rifle order from Russia.<4>, <5> 67% of all the ammunition used in WWI by the US, Britain and Russia was sold by "Merchants of Death" Remington. Somebody got a no-bid contract on gun barrels for their company.

Pumping up nations war aspirations is good business for some, and the Bush family has been engaged in it for four generations.

Samuel Bush donated a son Prescott Sheldon Bush to the marriage of Dorothy Walker, daughter of George Herbert Walker. The name Walker thence comes in the middle of two George Bush presidents.

Eugenics and the Nazis -- the California connection

Hitler and his henchmen victimized an entire continent and exterminated millions in his quest for a so-called Master Race.

But the concept of a white, blond-haired, blue-eyed master Nordic race didn't originate with Hitler. The idea was created in the United States, and cultivated in California, decades before Hitler came to power. California eugenicists played an important, although little-known, role in the American eugenics movement's campaign for ethnic cleansing.

Eugenics was the pseudoscience aimed at "improving" the human race. In its extreme, racist form, this meant wiping away all human beings deemed "unfit," preserving only those who conformed to a Nordic stereotype. Elements of the philosophy were enshrined as national policy by forced sterilization and segregation laws, as well as marriage restrictions, enacted in 27 states. In 1909, California became the third state to adopt such laws. Ultimately, eugenics practitioners coercively sterilized some 60,000 Americans, barred the marriage of thousands, forcibly segregated thousands in "colonies," and persecuted untold numbers in ways we are just learning. Before World War II, nearly half of coercive sterilizations were done in California, and even after the war, the state accounted for a third of all such surgeries.

California was considered an epicenter of the American eugenics movement. During the 20th century's first decades, California's eugenicists included potent but little-known race scientists, such as Army venereal disease specialist Dr. Paul Popenoe, citrus magnate Paul Gosney, Sacramento banker Charles Goethe, as well as members of the California state Board of Charities and Corrections and the University of California Board of Regents.

Eugenics would have been so much bizarre parlor talk had it not been for extensive financing by corporate philanthropies, specifically the Carnegie Institution, the Rockefeller Foundation and the Harriman railroad fortune. They were all in league with some of America's most respected scientists from such prestigious universities as Stanford, Yale, Harvard and Princeton. These academicians espoused race theory and race science, and then faked and twisted data to serve eugenics' racist aims.

Harriman Bank was the main Wall Street connection for several German companies and the varied U.S. financial interests of Fritz Thyssen. Thyssen had been an early financial backer of the Nazi party until 1938, but by 1939 had fled Germany and was bitterly denouncing Hitler. He was later jailed by the Nazis for his opposition to the regime. Business transactions with Germany were not illegal when Hitler declared war on the United States on December 11, 1941, but, six days after the attack on Pearl Harbor, President Franklin Delano Roosevelt signed the Trading With the Enemy Act after it had been made public that U.S. companies were doing business with the declared enemy of the United States. On October 20, 1942, the U.S. government ordered the seizure of German banking operations in New York City. Roosevelt's Alien Property Custodian, Leo T. Crowley, signed Vesting Order Number 248 seizing Bush's property under the Trading with the Enemy Act. The order cited only the Union Banking Corporation (UBC), of which Bush was a director and held one share, which had connections with a Dutch bank owned by Thyssen. Fox News has reported that recently declassified material reveals that the 4,000 Union Banking shares owned by the Dutch bank were registered in the names of the seven U.S. directors, according a document signed by Homer Jones, chief of the division of investigation and research of the Office of Alien Property Custodian, a World War II-era agency. <5>. By 1941 Thyssen no longer had control over his banking empire, which was in the hands of the Nazi government.

* Harold D. Pennington--1 share (Employed by Prescott Bush at Brown Brothers Harriman)
* Ray Morris--1 share (a business partner of the Bush and Harriman families)
* Prescott S. Bush--1 share (director of UBC, which was co-founded and sponsored by his father-in-law George Walker; senior managing partner for E. Roland Harriman and Averell Harriman)
* H.J. Kouwenhoven--1 share (organized UBC for Von Thyssen, managed UBC in Nazi occupied Netherlands)
* Johann G. Groeninger--1 share (German Industrial Executive, a not unimportant member of the Nazi party)

The Harriman business interests seized under the act in October and November 1942 included:

* Union Banking Corporation (UBC) (for Thyssen and Brown Brothers Harriman). The President of UBC at that time was George Herbert Walker, Bush's father-in-law.
* Dutch-American Trading Corporation (with Harriman)
* the Seamless Steel Equipment Corporation (with Harriman)
* Silesian-American Corporation (this company was partially owned by a German entity; during the war the Germans tried to take full control of Silesian-American. In response to that, the American government seized German owned minority shares in the company, leaving the U.S. partners to carry on the business.)

The assets were held by the government for the duration of the war, then returned afterward. UBC was dissolved in 1951. Bush was on the board of directors of UBC and held one share in the company. For it, he was reimbursed $1,500,000.(a huge amount of money at the time - but there is no documentary evidence to support this claim) These supposed assets were later used to launch Bush family investments in the Texas energy industry. There is no documentaion to support this assumption either.

Toby Rogers has claimed that Bush's connections to Silesian businesses (with Thyssen and Flick) make him complicit with the mining operations in Nazi-occupied Poland which used slave labor out of Oświęcim, where the Auschwitz concentration camp was later constructed.

The New York Herald-Tribune referred to Thyssen as "Hitler's Angel" and mentioned Bush as an employee of the investment banking firm Thyssen used in the United States. Some records in the National Archives, including the Harriman papers, document the continued relationship of Brown Brothers Harriman with Thyssen and some of his German investments up until his 1951 death.<6> Investigator John Loftus has said, "As a former federal prosecutor, I would make a case for Prescott Bush, his father-in-law (George Walker) and Averell Harriman for giving aid and comfort to the enemy. They remained on the boards of these companies knowing that they were of financial benefit to the nation of Germany." Two former slave laborers from Poland have filed suit in London against the government of the United States and the heirs of Prescott Bush in the amount of $40 billion. A class-action lawsuit filed in the U.S. in 2001 was dismissed based on the principle of state sovereignty.<7>

American Dynasty: Fmr. Top Republican Strategist Discusses The Bush Family’s Rise To Power Since WWI

We speak with Kevin Phillips, a former top Republican strategist, who was generally acknowledged as the Republican party’s principal electoral theoretician after Ronald Reagan’s election in 1980. His latest book, American Dynasty: Aristocracy, Fortune and the Politics in the House of Bush examines how the Bush family has been consolidating its power for four generations. {includes transcript)

Kevin Phillips is a former top Republican strategist. He first became well known in 1969 with the publication of his book his book The Emerging Republican Majority which Newsweek described as “the political bible of the Nixon Administration.”

After Ronald Reagan’s election in 1980, Phillips was generally acknowledged as the Republican party’s principal electoral theoretician. In 1982, the Wall Street Journal described him as “the leading conservative electoral analyst—the man who invented the Sun Belt, named the New Right, and prophesied ‘The Emerging Republican Majority’ in 1969.”

He has since become a prolific writer and a critic of the current state of the Republican Party. Among his books are Wealth and Democracy and The Politics of Rich and Poor.

His latest book is American Dynasty: Aristocracy, Fortune and the Politics in the House of Bush. It examines how the Bush family has been consolidating its power for four generations and how the Bushes have been staging their ascent to national power since World War I.

AMY GOODMAN: Today we turn to Kevin Phillips, talking about American dynasty, aristocracy, fortune, and the politics of deceit in the house of Bush. Phillips is a former top Republican strategist. He first became well known in 1969 with the publication of his book, ?he Emerging Republican Majority,?which Newsweek described as the political bible of the Nixon administration. After Ronald Reagan’s election in 1980, Phillips was generally acknowledged as the Republican Party’s principle electoral theoretician. In 1982, the Wall Street Journal described him as the leading conservative electoral analyst, the man who invented the Sun Belt, named the New Right and prophesied ?he Emerging Republican Majority?in 1969. He since has become a prolific writer and a critic of the current state of the Republican Party. Among his books are ?ealth and Democracy and The Politics of Rich and Poor.?He game into our new studios here at Downtown Community Television in the bottom floor of the firehouse, where the engines used to come in and out. He came in last week to talk about his book, ?merican Dynasty: Aristocracy, Fortune and the Politics of Deceit in the House of Bush.?

KEVIN PHILLIPS: It’s kind of amazing because it really did fly in under the radar. The biographies that were written about George H. W. Bush in the 1980’s, where actually, one was written by a fellow who had worked for him at the United Nations and the second was by a social chum from Rhode Island who had a C.I.A. connection, like I think Bush did. Oddly enough, nothing was ever really done by somebody else, and the up shot of this was, as you say, that nobody looked at the two previous generations in any depth. Now, they have had scatterings, but—what really happened where the Bush dynasty started was the role of the current president’s two great grandfathers in the period around World War I. Now, the one who was really the founding father, George Herbert Walker, that’s a familiar set names in terms of the names of the 41st and 43rd presidents. He was a financier from St. Louis, very hard-charging and very successful, was very much involved in his earlier days before World War I in repackaging companies in the south central United States, railroads, gas companies and so forth. He became known to the Harrimans who were Union Pacific and railroad people, at very large scale in that role. Ultimately, Averell Harriman lined him up as Harriman’s partner in 1919. But before that, he and his chums from St. Louis were very much involved in the wartime finance and the relations with the allies. The United States provided huge amounts of materiel for the British and French. George H. Walker ultimately came out of all of this as a major, major player on Wall Street in the 1920’s and 1930’s. What he did in that role with Harriman was that they did a lot of business in France—a little in France and mostly in Germany and Russia. Some of these episodes were really diplomacy on a pretty grand scale, because George H. Walker and Harriman went in and developed and tried to fix up the Russian oil industry in the Caucasus as things would happen 400 miles from Iraq where we are now. That didn’t go over too well with some of the people in Washington, but they practically had under Harriman and Walker a kind of little intelligence operation in the investment business. Through one of the companies that they were involved in, the American International Corporation, which had played a considerable role in World War I they actually hired as one of their directors, the fellow who had been the number two in the State Department intelligence operation. To make a long story short, his role in international business, George H. Walker’s, was huge: ties to Russia and Germany and the ties to Germany will swim back into the portrait a little later. Samuel Prescott Bush, who was another great grandfather of the current president’s was a major steel executive in Ohio. And his connection was to the Rockefellers. Because Standard Oil of Ohio, the famous Standard Oil of the history books, owned some of the shares in Buckeye Casting, which was the business of Sam Bush.

So, he was connected to the Rockefellers, and Standard Oil used its power over the railroad industry through carrying oil to get their business for Buckeye Castings, which was mostly a railroad equipment. But during World War I, Buckeye Castings did war manufacturing, barrels for guns and casings for shells and so forth. But Sam Bush went to Washington and he was the—in charge of the section of the war industry’s board that regulated small arms, ammunition, and ordinance, ordinance being guns, basically, of an artillery nature. He was a major player in the wartime regulation of who was selling what in terms munitions. By the time the two streams converge, you get Samuel Bush’s son, Prescott, marrying George H. Walker’s daughter, Dorothy in St. Louis in 1921. What you have got is a family union that had more than a little bit to do with the emergence of the military industrial complex in the United States. And I was on a couple of St. Louis radio stations on the day that the president went out to St. Louis, and I was asked by one of them, had I noticed that he never introduces himself as having had any tie to St. Louis. I said, I wasn’t too surprised, because St. Louis was the—takes you back into the George H. Walker and the whole role of that family, and I went through what the role was. So, that’s a very cursory look at Sam Bush and George H. Walker. These were big-time players behind the scenes in Washington, in World War I, and then especially George H. Walker in the 1920’s, and Prescott Bush, who is the current president’s grandfather was George H. Walker’s assistant and prot?g? in the W. A. Harriman firm and then in Brown Brothers Harriman, and he, too, had a lot of dealings with the intelligence services in Russia and Germany.

AMY GOODMAN: Can you talk about that as we move to the second World War, as we move to the creation of the Central Intelligence Agency where he comes from, and where the secret societies that all of the Bushes seem to be a part of, particularly at Yale, Skull and Bones, fits into this?

KEVIN PHILLIPS: I hate to overdo the secret societies, because the average person has no idea of this. And I went to Harvard Law School and then Harvard has these secret societies, too. But the ones at Yale, I think, if anything, are more influential it’s hard to cold turkey reign in and say, my god, Skull and Bones, this is virtually like a diplomatic or international business piracy. You can almost see the pirate flag. But they all took it very serious because admiral Harriman had, instead of going to Harvard and getting involved in The Porks, so to speak, which was the club up at Harvard, he went to Yale and did Skull and Bones. A crowd of people who were involved in operations like National City Bank, and Guaranteed Trust and just a whole lot of people that were major players in finance were Skull and Bones. The crowd that was at W.A. Harriman was full of Skull and Bones people and Prescott Bush was Skull and Bones. A lot of these people who were Skull and Bones wound up in the intelligence services or they were assistant secretaries for aviation in the war department and things like this. It was a whole network.

AMY GOODMAN: But for people who don’t know what Skull and Bones is, what you are referring to…

KEVIN PHILLIPS: It’s a Yale secret society. And Yale has other secret societies. Another one was called Book and Snake. So, they came up with these names. But these people took secrecy incredibly seriously. Books that have been written about Skull and Bones, they have got a vault at Yale and nobody is supposed to be able to get in there. You cannot even tell your wife about Skull and Bones. Averell Harriman, his wife received a letter that was in hieroglyphics, and she didn’t know what to make of this, and Averell Harriman said, well, that’s Skull and Bones, and I have got to tell you about that, and he said, oh, no, I cannot tell you about that. If you want to know why they deal in secrecy and all of this, it’s because, (A), you have got Skull and Bones, and (B), so many of them were also in the intelligence services and that whole side of Washington and New York.

AMY GOODMAN: Well, can you talk about that, the beginning of intelligence and how the Bush family fits into the beginning of intelligence agencies?

KEVIN PHILLIPS: Well this gets complicated because nobody quite agrees when the Intelligence Agency started. But Yale was front and center because the statue that’s in front of the C.I.A. is Nathan Hale. Nathan Hale’s statue that they copied that from appears in front of Connecticut Hall at Yale in New Haven. If you go back to the revolution you have Yale and the secret service.

AMY GOODMAN: And it also goes over to Andover where Bush went as well.

KEVIN PHILLIPS: Andover was really in the thick of this sort of stuff. They had a secret society sort of junior grade where you practiced to be a Skull and Bones type at Yale when you were at Andover. It all sounds like a joke today, but it certainly wasn’t back then. What happened was the crowd that was in with Prescott Bush and George H. Walker with W. A. Harriman, a number of them became prominent in the intelligence community and then when you get to the firm that was merged out of W. A. Harriman, which was Brown Brothers Harriman, one of the partners there was Robert A. Lovett, who was the son of one of the big cheeses in Harriman’s railroad operation. I mean it all fits together. Robert A. Lovett was the man who came up with the blueprint for the C.I.A. after World War II, which was never acknowledged and only became public knowledge—maybe 15, 20 years ago. So, he was a major player, and Prescott Bush, I have no doubt, was very close to the intelligence agencies during World War II. He was a director of two companies, one was Dresser Industries, which is now part of Halliburton, and the second was Vanadium Corporation of America. They were both involved in the atomic energy project. Prescott Bush was a friend of Alan Dulles, who went on to be the C.I.A. director, but he was also a lawyer in the 1930’s for some of the Brown Bros. Harriman international gamesmanship, so to speak. They were very tightly knit into all of this. The real thing about the Bushes is how far back they go in this loose combination of investment banking, Wall Street law, the intelligence community, the international business, the state department, and the war department.

AMY GOODMAN: We’re talking to former top republican strategist Kevin Phillps. His new book is called, ?merican Dynasty: Aristocracy, Fortune and the Politics of Deceit in the House of Bush.?We’ll be back with him in a minute.

AMY GOODMAN: This is Democracy Now!, the War and Peace Report. I’m Amy Goodman. As we continue our conversation with Kevin Phillips, who has written a new book called “American Dynasty: Aristocracy, Fortune, and the Politics of Deceit in the House of Bush.” He talks about how the world is fully aware of the family ties between the 41st and 43rd American presidents, but Phillips shows how not two, but four generations of Bushes have mounted the ladder of national power since World War I. Since then, through a recurrent flair for old boy networking at Yale, on Wall Street, in the Senate and the C.I.A., and through their involvement in finance, energy and national security, three key enterprises of the American 20th century, the Bush family has moved to the forefront. Phillips argues the Bush family has parlayed its financial and social credentials, its aristocracy into political and dynastic clout, thereby subverting the very core of democracy, he says. We continued the conversation when I asked him about the Bush family generations, and their relationship with Cuba.

KEVIN PHILLIPS: George H. Walker was a real piece of work. I mean, he was a buccaneer. He was sort of a Joe Kennedy, but with a social register type qualification. He got involved in the 1920’s with a bunch of Cuban companies, because of his ties to Percy Rockefeller and the National City Bank. They handled a lot of investments in Cuba. He was a director during the 1920’s of eight or nine Cuban companies. George H. Walker had ties to the—investment ties that were independent, so he had invested in some of these companies. One of them turned out several—several turned out to merge into something called West Indies Sugar. West Indies Sugar became one of the major American companies in Cuba, and George H. Walker Jr., the son of George H. Walker and Prescott, Bush’s cousin was a director, held a family seat on West Indies Sugar. Now during the late 1950’s, West Indies Sugar was based in the Indy province in Cuba. That’s where the Castro insurgency was developing. Castro and his people sort of shook down West Indies Sugar. They used their trucks and hit them up for money and so forth. They were unhappy with the Castro movement. In 1959 or 1960, I forget which year, Castro’s people nationalized West Indies Sugar, and at this time George H. W. Bush’s uncle was Director of West Indies Sugar. The value of West Indies sugar had been about $50 million and it wound up being virtually peanuts. I don’t know how much their stake was. I couldn’t begin to guess. It may not have been nearly as much as one would suggest from the bigger numbers. They were an unhappy set of campers when West Indies Sugar went bye-bye.

AMY GOODMAN: Can you talk about the date, November 29, 1963.

KEVIN PHILLIPS: That was the date, I believe, when a document came out of the F.B.I. in which they mentioned having briefed a George Bush of the Central Intelligence Agency on the rest of this in Miami after the Kennedy assassination. The C.I.A. and “The Nation” magazine had a couple of articles about this. This is where that came from. The C.I.A. said, well, it’s a different George Bush. And it turned out they were talking about a fellow who was a G.S.5, a low-grade federal classification, was an analyst that he analyzed coastlines, so it couldn’t have been the same. They were coming up with a red herring there. The allegations of George H. W. Bush’s involvement in the C.I.A. often come back to something in the Caribbean and something involving the Bay of Pigs. This is just another suggestion of the probable C.I.A. connections of some sort of George H. W. Bush.

AMY GOODMAN: This was just a week after President Kennedy was assassinated?

KEVIN PHILLIPS: That’s right.

AMY GOODMAN: You seem to have evolved yourself during this book. You write about your dismay and disillusionment, you said, as you were writing, more than you have imagined. The result, an unusual and unflattering portrait of a great family, great in power, not morality, that has built a base over the course of the 20th century in the back corridors of the new Military Industrial Complex and in close association with the growing intelligence and national security establishments. You talk about the three presidents from Texas and their three wars, Lyndon Johnson? Vietnam, and the Bushes?Iraq, Iraq and how unusual that is. The two Bushes, one carrying on the legacy of the other.

KEVIN PHILLIPS: There are a bunch of questions in that question. It’s difficult for me to know where to start slicing it. The emergence of the Military Industrial Complex is often something that the average American may think is an unfair term that rose with the left and so forth. In fact, Dwight Eisenhower when he gave his farewell address in 1961, in leaving the presidency, good Republican President from my standpoint of my old politics, warned against the Military Industrial Complex and the danger it would pose to the United States if it gained power. I was a little bit appalled as I got into all of this to see that probably the Bushes were connected with the rise of exactly what Eisenhower had warned against. And the Republican I work for, Richard Nixon, when I wrote a book called ?he Politics of Rich and Poor?that came out in 1990, which attacked Bush economic policies, he gave me the lead quote on the back of the book jacket, and the Bush people didn’t like that at all. I would say that anybody that figures that the Republicans were complicit in doing all of this or another bunch of Republicans that were against it. In no sense does this represent, I think, what a lot of the people I knew in the Republican party in the 1960’s, and even in the 1970’s wanted to see happen. And what’s happening with the emergence of this Military Industrial Intelligence Complex is that you have had a family able to create a dynasty, and the dynasty has become the first family in American politics to basically pass the presidency to the eldest son eight years after his father left office. That’s a major change in democratic—with a small d, and republican with a small r, governance in the United States. And as the further I got into this, the more that I found that it wasn’t simply a phenomenon of dynasty, but it had all of these underlying connections. I had thought there were probably things like this, because George H. W., as he rose through the ranks of politics in Washington, he never seemed to win elections. He was defeated twice in Texas senate races, but, you know, he continued to thrive. What he had were these connections to the establishment and a kind of permanent government that kept him going even though he didn’t really have the elections success. And I always thought that, but as I got into this book, and I could see the family background, and how the economics and the corporate connections interacted with the intelligence and war departments and so forth, I really began to be convinced that there was something pretty big here.

AMY GOODMAN: You have appendixes in this book. Appendix B reviews the family’s penchant for secrecy and for cleaning and locking up government records. Can you talk about not just the secrecy of the intelligence agency, but this idea of—well of wiping things out, information.

KEVIN PHILLIPS: Well, you have a whole set of factors that add up to—have made the Bushes favor this sort of disinformational clandestine approach. The first is simply that they were—both of the great grandparents were involved in this backstage World War I. A lot of it would have been quite secret. They were involved in munitions. They were involved in supplies for the British and the French and what have you. They basically didn’t talk about it a lot. That’s not unreasonable if you come out of that. Then, when their businesses in the 1920’s, or George Herbert Walker’s businesses, they were clandestine because he was doing stuff that the government didn’t know about, and in some cases when they knew about it, they didn’t like it. If so, you have the sense of being closemouthed. Prescott Bush was in Skull and Bones. And all of the Skull and Bones people, that was secrecy to the end degree. Averill Harriman, he used his Skull and Bones code number on his briefcase and all of this, and I mean, here we’re talking about a Democrat. I mean it was bipartisan. So, they had that whole sense of secrecy from Skull and Bones. They had the intelligence communities. The C.I.A. obviously is an institution that has indulged enormously in disinformation and deceit. Sometimes they probably had a good reason. Other times they did not have a good reason. The Bushes absorbed after lot of this, but the Bushes would also—let’s call it deceive about their economic status. The President’s grandfather, Prescott Bush was actually quoted, and I have it in there somewhere, about how his father couldn’t afford to send him to law school. He didn’t have enough money. His father had been a business partner of John D. Rockefeller’s brother. He made a lot of money during the war. I was able to get—World War I. I was able to get a book on business that included something about Buckeye Steel Castings. That was a very successful company based on war contracts. So, Prescott Bush’s father had plenty of money, but he didn’t want people to know that. He didn’t want people to know about the Rockefeller connection. He did all of this poor mouthing because George H. W. would talk about when he interviewed for a job. I don’t think he ever interviewed for a job in his life. His father had all of these connections. So, there was a major misrepresentation there, too. The last thing they did, which was involved in this kind of secrecy disinformation, and I don’t know when it started, but they got into Machiavelli. I was always interested in Machiavelli from the stand point of he was influential in change in Renaissance politics in Europe and in Italy. But interestingly enough, both of the Bush presidents have had political advisers who read Machiavelli. Karl Rove, the advisor to George W., and Lee Atwater was the adviser to George H. W. Now, Rove was quoted in one of the books that came out recently as saying that Lee Atwater, who was his friend, reread Machiavelli’s “The Prince” once a year to sort of keep up on the wisdom of the master, so it speak What Machiavelli says in one of these book, most notefully, the prince, is that the prince has to be all talk about humanity and religion and fairness and nice-nice type of things, but what really makes a prince a success is to deceive, because you can basically pull the wool over most people’s eyes most of the time. His historical analysis is that people like Pope Alexander VI and others there were successful because they deceived. And his analysis in the discourse is Machiavelli is the—is that the history of success sort of in the Renaissance period didn’t come from force as a way of getting leadership positions. Fraud was how you got leadership positions. I don’t know how many copies of Machiavelli? ?he Prince?are at the C.I.A. It? possible that C.I.A. George H. W. got this from his C.I.A. connections. They would think in terms of keeping things quiet and deceiving. You had the advisers that fed on Machiavelli.

AMY GOODMAN: Would you call President Bush now a liar?

KEVIN PHILLIPS: Well, I would say if it’s a lie to talk about things that involve the C.I.A. with a large degree of falsity, then you probably had a list of liars that began with Woodrow Wilson with the intelligence community went through all of the Republicans in the 1920’s to F.D.R. to Harry Truman to everybody, because the C.I.A. Presidents have not discussed that with candor. In fact, you could probably say with great certainty, if you knew what they really knew, that they had lied. So, you know, I would say that the Bushes have lied about things like this, but I wouldn’t say only the Bushes.

AMY GOODMAN: The Enron-Halliburton state.

KEVIN PHILLIPS: Well, this is again kind of mind boggling to me, because the Enron connection spreads across two generations. Enron through Ken Lay, who was the big cheese at Enron, got involved with George H. W. Bush when he was running for President in 1980. This was before Ken Lay was at Enron. He was at another company. He wasn’t a major force then, but after the 1984 election, when Bush was Vice President, he was working on energy deregulation in the Reagan administration, and Lay, who was interested in deregulating the natural gas industry got a little closer to Bush. I wouldn’t say they were buddies or anything, but Lay was involved in Republican fund raising. When George Bush senior was elected in 1988, he was again closer to Lay. He named Lay as one of the members of the President’s Export Council. He appointed him to head the preparation for one of the economic summits in Texas. This helped Lay’s credibility enormously in terms of expanding overseas and getting support from the Export-Import Bank, which is a government agency that supports foreign operations. Then you pass the baton to George W., who was very close to Ken Lay, in the mid 1980’s. One of the episodes with George W. and Ken Lay is that apparently right after his father was elected in 1988, he is alleged to have gotten on the phone to the minister of whatever it was in Argentina to say that they wanted this contract—or this pipeline or whatever it was to go to Enron in Argentina, and George W. Appears to have had some relationship according to the Chicago Tribune with gas properties in Texas, where the gas was bought by Enron, but with certainty, as George W. was Governor of Texas, he got very close to Enron again, and of course, when he came to Washington in 2000, Enron was just omni present in terms of appointments in the Commerce Department and the Trade Operations and especially the Energy Department and even the Department of the Army because they were expecting to privatize military procurement of energy, one of the Enron executives went in as Secretary of the Army. So, it’s just quite a relationship. And Halliburton, of course, that was the Dick Cheney company, but Halliburton bought Dresser, which was the industry that Prescott Bush first--that was the company where he got involved with the oil industry in 1930. So, what Prescott Bush had been involved with Dresser Industries became part of Halliburton, which was the Cheney company, and it all became one group of happy people connected to the Enron-Halliburton administration also known as the Bush-Cheney administration.

AMY GOODMAN: And you talk about how you had independent prosecutor for Clinton, then certainly one should have been appointed when it comes to the Bushes and Enron.

KEVIN PHILLIPS: What you have to bear in mind is that the Republicans were all over Clinton big-time. I didn’t like Bill Clinton, and I thought he disgraced the presidency in the way that he behaved, but the Republicans were trying to nail him 25 hours of every day. And the Democrats are a very feckless crowd by Careson. They just didn’t really go in like sharks for the kill. I think partly because Enron had financed more than a few Democrats, too.

AMY GOODMAN: We are talking to Kevin Phillips, who is a Republican strategist, who has written a very damning book about the Bushes, “American Dynasty: Aristocracy, Fortune and the Politics of Deceit in the House of Bush,” saying that dynasty subverts democracy. You can talk more about that?

KEVIN PHILLIPS: I think it does. The implicit aspect of dynasty is you get an office by factors and forces that are related to heredity, and a line of descent and a power structure outside of the democratic, small d, and republican, small r, framework. I think that’s what we have seen. The whole notion that the Bushes could put in George W. Bush in 2000, I think, part of that was because there was this enormous religious reaction against Clinton, which is something I try to measure in several portions of the book, too. And Al Gore, who had been a very active Southern Baptist, was sufficiently tainted by the Clinton connection. He couldn’t carry a single southern state. The Bushes orchestrated—I’m not suggesting there was a great nefarious plot, but I think clearly there was an attempt to harness the whole Bush apparatus from his father to get George W. into the White House. Now, you have to go back and look at the family. George H. Walker, four generations in the beginning, was a great believer in politics as the vehicle of real power. And his son-in-lay, Prescott Bush, who in 1952, became a senator from Connecticut, by the late 1950’s was saying to his wife that he wished he had gotten into politics earlier. So, he thought he could have been president. She said that in sources and so she acknowledged that her husband thought he might have become president. This in the early 1960’s, George W., when he was at Andover, said that his father wanted to be president. This was even before he ran for the Senate in 1964. So, they have had the oval office up there in the secret ink on the wall of the house of Bush for a long time. And it was tied in to all of these connections, and to me, that is not what you want to have in the United States. That is not what Thomas Jefferson and George Washington and John Adams basically helped set the country up for. I mean, we just dumped two Georges throwing the—George I George II, and George III, and we dumped George II, and now we have George I—we dumped George III, and now we have George the I and George II. You talk about John Adams’ son, too, became president.

AMY GOODMAN: Yeah, but that doesn’t matter much because it was 24 years after his father left office, and they shared no machinery, and they were in different parties. How did they differ from the Kennedys?

KEVIN PHILLIPS: The Kennedys never became a dynasty that elected more than one president. Now, they certainly tried in 1968 and they tried in 1980. They didn’t pull it off. I think the big difference is that the Kennedys had some connections that they never wanted people to realize. John Kennedy shared a girlfriend with a mob leader, and they obviously bought a couple of ever estates that they carried in 1960. Nobody can debate that now. They were never a dynasty that A. ever got two presidents and B., had this whole tie to the real power structure of United States in investment banking and oil and defense and the old line social upper crust. Because that wasn’t what the Kennedys were. They were outsiders. Joe Kennedy made his money out of bootlegging whiskey.

AMY GOODMAN: Then you have Jeb Bush, who seems to be in the wings?

KEVIN PHILLIPS: Well, Albie is not in the wings. He is actual the one that his parents thought would be the serious presidential candidate. In the 2000 inauguration, his son, George P., actually commented and was quoted by one of the newspapers as saying, you know, nobody ever believed that his uncle would be the one who ran. I don’t think people thought he had the temperament. I’m not certain that Jeb had any temperament either. He? been involved in a lot of cute stuff but hopefully he’s not waiting in the wings.

AMY GOODMAN: Finally, Bush, the current president, George W., how he rose to power. His re-inventing himself from a silver spoon Yankee WASP to a bible-thumping Texan and how he started his oil company, Arbustos, Spanish for Bush, and the connections for perhaps the Bin Laden family?

KEVIN PHILLIPS: Well, there’s probably not much doubt about this. The Bin Laden family is not the same thing as Osama in the sense that Osama is a black sheep who rebelled against them. But it’s absolutely true that the Arbusto package involved a $50,000 investment by a fellow named James Bath, who was the U.S. representative of the Bin Ladens, and the Khalid Bin-Mafuse, who was also distantly related, because they had all had four wives, and the concubines kids could get in the pie and everything. A lot of people were related. These two are said by some of the experts to have actually been the ones who provided the money that Bath gave to Bush in 1979, and then in his later business, Harkin Energy, which was in the late 1980’s, B.C.C.I., the Bank of Credit and Commerce International, which was mixed up in Iran contra and a lot of other scandals was front and center in Harkin. You have a tie to two of Bush’s oil investments that bring you to the Persian Gulf types. The Bin Laden family was also involved in the Carlysle group, which George H. W., after he left office in 1993, became very prominently affiliated with the Carlysle group. There are these ties.

AMY GOODMAN: What about the fact that the Carlysle group has benefited so handsomely. In other words, George H. W. Bush the father of the President, has benefited so handsomely from the war in Iraq, from the whole militarization after 9-11?

KEVIN PHILLIPS: Well, there were 12 Saudi families who were involved in Carlysle, so you can say that the Saudi establishment also benefited from a lot of this. I have no idea how much money George Bush has taken out of the Carlysle group. I have no idea of the size of his investment. You cannot get these numbers. There’s just no way to get them. So, it’s not fair to say hugely. You can just say it’s pretty probable that he made a fair amount of money on it. Nobody really knows.

Samuel Prescott Bush (grandfather to George Herbert Walker Bush and great-grandfather to George Walker Bush) Was employed by John D Rockefeller's brother Frank at Buckeye Steel Castings Company. Sam Bush succeeded as president of Buckeye when Frank Rockefeller retired. Sam Bush was also director of William Rockerfeller's interests in the Pennsysvania Railroad, and was enlisted to aid Percy Rockefeller's Remington Arms get more government business during WWI. Sam Bush's son Prescott Sheldon Bush was an eugenicist on record, lost his first election attempt as Connecticut senator when it was revealed that he was Treasurer of Planned Parenthood in Connecticut. As usual Bush lied about his past. Prescott Bush's connection to eugenics is listed elsewhere. This collection is assembled just to demonstrate John D. Rockefeller's ties to the Rockefeller Institute for Medical Research eugenics mentality. Step by step the story becomes clear about supporting mass murder willfully, deliberately, intentionally, knowingly.

In the United States as in Europe, eugenics had become fused with the tenets of Social Darwinism and Racial Hygiene. The nation's key eugenic organizations funded by the Rockefeller, Harriman and Carnegie families included the American Eugenics Society (AES), and its sister organization, the American Society of Human Genetics (ASHG) established in 1947, the Cold Springs Harbor Experimental Station for the Study of Evolution, the Eugenic Record Office, and the Rockefeller Institute for Medical Research. They promoted eugenic counseling, selective mating and artificial insemination as "positive" means of breeding superior human stock and compulsory sterilization and euthanasia as forms of "negative" eugenics to weed out "inferior" or "unfit" human stock.

To begin, during this time, John D. Rockefeller and his associates were making a concerted effort to control the entire field of medicine in America. During the 1890s, Rockefeller interests in medical education and "scientific medicine" were spearheaded by Frederick T. Gates, John D. Rockefeller's investment manager. 1901 saw the founding of the Rockefeller Institute for Medical Research. In 1902, Rockefeller's General Education Board was founded with a mission to annihilate the causes of racial discords. This agenda was clarified two years later with the publication of John D. Rockefeller's Occasional Letter No. 1 in which he detailed his plans to mold Americans to his concept of "perfect human nature." This, he claimed, might best be accomplished by destroying parental influence, traditions and customs, while reducing national intelligence levels.

In 1904, the Cold Spring Harbor Laboratory (home to today's Human Genome Project) was built on the estates of John Foster and Allen Dulles, lawyers for the Rockefeller Standard Oil Company. The Dulles Brothers, who openly professed John D. Rockefeller's racial hygiene doctrines, later directed the U.S. military's Office of Strategic Services (OSS) and after World War II, the CIA. Charles B. Davenport constructed the Cold Spring Harbor facility to provide a home for racial hygiene research, what was then called "eugenics research." The first racial hygiene laws in the world evolved from investigations and reports issued from here. The John D. Rockefeller and Averell Harriman, America's wealthiest oil and railroad magnates, invested more than $11 million-an extraordinary fortune at that time-in funding this facility. Soon thereafter, in 1909, the first genetics laboratory was established at the Rockefeller Institute and directed by Dr. Phoebus Aaron Theodor Levene.

By 1907, medical education had been mostly monopolized by the Rockefeller consortium. That year, the American Medical Association (AMA) advanced its medical education rating system effectively eliminating, by 1918, approximately 600 of the initial 650 medical schools.

J.D. Rockefeller’s philanthropy has been much lauded. Even as a student, he reportedly gave donations to his Baptist church and to foreign Sunday schools. By 1900, he offered to buy a whole church for Baptist preacher Thomas Dixon, a former, southern politician who was then flogging his white supremacist gospel in New York. But from the pulpit, Dixon’s fiery tirades against “creeping negroidism” didn’t reach enough people, so he took up writing respectable, romantic novels about the KKK. He churned out two dozen books. The Clansman, his race-baiting best seller, extolled the Klan’s role in redeeming the South. In 1915, it was made into a movie, called The Birth of a Nation. Endorsed by President Wilson, the film helped revive this dreaded terrorist organization.

Rockefeller’s great generosity was aimed largely at medical education, perhaps because of his father’s career and its peculiar contributions to medicine. J.D.Rockefeller, being a high school dropout, was not well-suited to his new role as godfather of the country’s centres for higher learning. His philanthropy was permeated with extremely racist views. In 1901, the Rockefeller Institute for Medical Research was created. In 1902, the General Education Board (GEB) began four decades of tremendously controversial influence over American schools and universities.

That same year, J.D. Rockefeller and Averell Harriman, a business partner of Prescott Bush and George Herbert Walker in Brown Brothers Harriman, gave $11 million to create the Cold Spring Harbor Laboratory. Built on Manhattan property owned by the Dulles brothers, it spawned America’s ground-breaking “eugenics” research and the world’s first “racial hygiene” laws. By 1907, Rockefeller funding was heavily influencing America’s medical institutions. The Rockefeller Institute created the first genetics lab in 1909. The following year, the Eugenics Research Association and the Eugenics Records Office were founded near Cold Spring Harbor, New York, on land donated by the widow of Averell Harriman. In 1911, John Foster Dulles summed up eugenics, saying that by eliminating “the weakest members of the population” a purer race could be created.

He founded the Rockefeller Institute for Medical Research, which quickly became a funding conduit for eugenics research. He was also one of the main supporters of the Eugenics Records Office--the eugencists' "think tank." Such backing has produced results in America as well as overseas.

It was Rockefeller who financed the foundation of the Kaiser Wilhem Institute, and gave Ernst Rudin (one of Hitler's right hand man) the keys to an entire floor of the building for his genetic research in the 1920's.

The German Mental Hygiene Movement was also another heavily subsidized program by Rockefeller and thereby placed into a caveat position to continue its goals and objectives to the bitter...bitter...end.

Unsurprisingly, Dr. Alexis Carrel of the Rockefeller Institute and a Nobel Prize Winner publically applauded Hitler's Germany for blatantly advocating the mass murder of mental patients and prisoners.

The Rockefeller Institute for Medical Research -- founded in 1901 by John D. Rockefeller, was one of the most influential promoters of eugenics in the U.S. and abroad, and later played a prominent role in the eugenics activities of the National Foundation / March of Dimes. (49) From 1909-1939, the Rockefeller Institute housed French-born Nobel prize winner, Dr. Alexis Carrell, who proposed in his 1935 best-seller, Man, the Unknown, that small euthanasia stations be equipped with suitable gases to "humanely and economically" dispose of the mentally ill and cimrinal class, described as "useless and harmful beings." (50) A specialist in the articial propagation of living tissues, Professor Carrell insisted that his lab technicians at the Institute wear black robes and hoods and bow whenever in the presence his favorite icon, a glass-enclosed chicken heart, which Carrel had preserved in vitro for 33 years. In 1870 Rockefeller, along with his associates and older brother William, incorporated his petroleum holdings into the Standard Oil Company (Ohio). Rockefeller bought out his competitors or put them out of business through tactics that included price cutting and the acquisition of such supporting enterprises as pipelines, oil terminals, and cooperage plants. By 1881, when Rockefeller formed a trust with nine directors to control Standard Oil and its affiliates, he had a near monopoly of the petroleum industry in the United States. Rockefeller was also prominent in the affairs of railroads and banks, being second only to J. P. Morgan in the domain of finance.

When the United States Steel Corporation was formed (1901), Rockefeller was one of the directors. From 1897 Rockefeller had turned his interests toward philanthropy. He funded the Baptist Church, the YMCA, and to the Anti-Saloon League, and founded (1892) and endowed the University of Chicago, ultimately giving the school more than 80 million dollars. He endowed major philanthropic institutions, including the Rockefeller Institute for Medical Research, founded (1901) in New York City and since 1965 known as Rockefeller University, the General Education Board (1902), organized (1902) to make gifts to various educational and research agencies; the Rockefeller Foundation (1913), established to promote public health and to further the medical, natural, and social sciences; and the Laura Spelman Rockefeller Memorial Foundation (1918), named for his late wife. <6>

Meanwhile, John D. Rockefeller had been busy. By 1880, Rockefeller owned or controlled 95% of all oil produced in the United States. Shortly after the turn of the century, Rockefeller became America's first billionaire. (12) It was around the turn of the century that Rockefeller began to give money to the Foundations, Funds, Research Centers and Institutes that would promote all the drugs his chemists churned out in the years to come.

The most richly endowed research center - the Rockefeller Institute for Medical Research - was established in New York in 1902. By 1928 it had received from John D. $65 million in endowment funds. In contrast, as late as 1938, as little as $2.8 million in federal funding was budgeted for the entire U.S. Public Health Service. (13) By 1929, the Rockefeller Foundation, first created in 1909, had received $300 million. (14)

"Eugenics" or "good genes" was a science based on "social Darwinism" or "survival of the fittest" applied to humans. It was very popular with those who had most of the wealth and felt like they needed a scientific rationale for it - to validate the great poverty and suffering that also would occur. After 1900, Rockefeller, along with the Harriman family - the family that gave the Bush family it's start - began to spend million on "eugenics" research. (15)
