How does a candidate get 1/2 of a delegate?

Looking at Wikipedia, I see they give Obama 1,297.5 estimated total delegates. I've noticed also in my book "The Complete Book Of U.S. Presidents", they include delegate totals, and many candidates there also given half of a delegate in some cases.

Since I'm ignorant on the subject, do any DUers know how or why candidates can get half of a delegate? :shrug:

3. I am unsure as to the why

though proportional representation might have something to do with it (say 50/50 vote in a three delegate Congressional district) but as to how you simply send a person but count his or her vote as 1/2.
