She got results. Which is why she was named partner to the firm, the youngest in the firm's history. Despite have no qualifications to be a lobbyist.

To get results, lobbyists need access to politicians. Access can come from many different sources... perks (use of corporate jets and travel junkets for "investigations", contributions to the campaign, out and out bribes such as building onto the politicians house. And, sometimes, all it takes is good looks and flirting... and, possibly, some sexual favors.

The KGB always used "honey pot" spies to flip western diplomats and government officials... it was thought that even JFK was honeypot'd by the KGB (the story was he had a brief affair with a very pretty east german girl).

What did this woman do to rise from receptionist at the front desk to the youngest partner in the firm? I don't know that we will ever know the full truth.
