I'm always torn by things like this. I've got family members who are police officers, but I've also seen widespread police brutality firsthand. (For example, google "Miami Model" sometime. I'll just say that tear gas doesn't smell good.) In any case, I do draw a line between incidents like this, in which one cop abuses his power and makes every other cop look like a total dick as well, and incidents like the aforementioned FTAA protests, in which an entire department ran roughshod over the rights of citizens.

Aggression, self-righteous, judgmental, authoritative.... are attributes that allow police to lose control of a situation real fast and have it escalate into something really nasty. I'm thinking he's patrolling the tourist area of the inner-harbor in a kiddy cop car because his superiors have observed him on the real streets and didn't like what they saw.
