Cop caught on camera planting drugs on suspect and attacking him with K9

The community of Cookeville, in Putnam County, is facing a $10 million lawsuit amid the release of shocking police dash cam video.

The video, from a Cookeville police cruiser, shows the arrest of a Putnam County man.

A Cookeville officer is seen allegedly placing drugs on the man, Carlos Ferrell, before arresting him.

Ferrell is now suing the city of Cookeville, the police department, Putnam County, and the sheriff's office for $10 million.

During the arrest, Ferrell was also bitten by a police K9.

Chris Melton, one of the officers involved, is now on leave, and his police force is facing statewide scrutiny.

... Cookeville Police have turned the investigation over to the TBI.

Melton is one of seven Cookeville police officers named in a lawsuit following the arrest.

Melton did not want to speak about the case when contacted by News 2.

“I don’t have a comment without my lawyer present,” he said when approached by News 2 reporter Scott Fralick.

Ferrell’s attorney Blair Durham said his client was the victim of violent police work and attacked by a K9 unit.

Durham said by the end of the ordeal, his client feared for his life and was simply agreeing with anything officers said.

““The crux of lawsuit really centers around the fact that he was treated subhuman,” he said. “The constitution was just laughed at, as far as the treatment for him; drugs were planted upon him, the physical abuse and abuse from dogs.”

Durham said the case could go before the Federal Department of Justice.

There were so many officers at the stop because, police said, they were serving a warrant.

16. Not Blackwater. The US military trains most cops.
Most cops are ex-military, especially the younger ones. They learned to love the jackboot there.

Ever wonder why cops refer to non-cops as "civilians"?

They argue having public access to police tapes contributes to the negative perception of cops.

Thing is good cops don't need having access to the tapes banned, only the bad cops do. So who are they trying to protect?

Shouldn't we be trying to identify and remove the bad cops? Wouldn't that improve the perception of cops more, instead of trying to protect the bad ones?

Everyone needs to know that there is public oversight and accountability of the police, as in every other governmental activity. That's what is lacking in our country today. No oversight and no accountability.

Seems to me that if he was arresting the perp for possession, and the camera shows him planting it, he should get at least a possession charge against him.

12. it is no more, a few bad apples. the tree is ROTTEN> and yes, put the cop in jail
these cops, many cops breaking the laws, in abusing their powers should be going to prison like the rest of us would when we break the law. not simple suspended or fired. they should be charged, arrested and prosecuted.

THEN, maybe THEN the line will be clearly drawn again for our law enforcers on what is allowed, and what is not.

How much of this shit goes on when there isn't a camera going? Then, it's just the civilian's word against the cop's, and the cop almost always walks.

21. Wow, that's a lot to read into what I actually posted.
Now to answer your question, no I don't, but that being said, there are departments that have a culture that makes this kind of shit easier to get away with.

I observe the differences here between city cops (not so good) and the county sheriff (better but still not great, and state police (on par with the sheriff dept.).

Like watch dogs, aggression is not a trait to be bred for.

30. you are telling me, we need a majority of bad cops to be outraged
with bad cops. send a cops ass to jail when he breaks the law. 1 is too many. quit dismissing it because you may not feel the number of cops have reached over 50%. there are TOO many. start acknowledging there is a problem so it can be addressed.

i don't know if it is a majority or less than a majority. i do know there are TOO MANY cops abusing their position, breaking laws and getting away with it which will only escalate the problem and they will continue to lose support from their communities, a support they need from people like me.... law abiding 46 yr old white upper middle class woman, .... who no longer trusts the police.

it benefits NO ONE to ignore the problem at hand.

or dismiss it with a smirky "you believe it is a majority". how irrelevent
