Corruption in Utah National Guard?? Panama. What is this about?

I recall a flight to Hawaii, and a group of retiring Utah National Guard officers sat all around me (my flight was arranged by military personnel). I learned a few interesting fact, if you can believe these guys. They thought I was one of them, of sorts, so there was no caution, I suspect.

Anyway, since they were retiring soon, they were "taking a long vacation" to a remote island in the South Pacific at National Guard expense. The were involved in a fraud of the taxpayers, using the National Guard funds to finance a winter escape from the Salt Lake Basin!

Is this what is happening with the Panama thing? Is it a vacation? Who pays? Is the Utah Guard a front for Mormaon missionary work? What is this? Anyone?
