1. If Dennis has done such a lousy job, why hasn't he been voted out of office?

I suppose because the people in Cleveland remember when he saved their electric utility from being sold to banking interests. He caused him politically, but he stood by his promise not to sell the utility. Evidently, most people there feel they can trust him. For a politician, that's saying something.
