...it reminds the public that there are some Very Bad People in prison, and so our prisons are Keeping Us Safe. Even more importantly, it scares people because someone like Manson is up for parole every few years -- now that is scary. Of course, never mentioned is the fact that in the mid-'70's (I think), California enacted laws allowing people to be sentenced for life WITHOUT parole, which is certainly the sentence that Manson would have received if it had been available at the time. By never stating this fact, people who do not pay attention to details (i.e., most everyone) will think that people like Manson are still being sentenced to "life" but with the possibility of parole and automatic hearings every few years. It is never made explicit, of course; they just neglect to mention relevant facts.

That is how propaganda works. So subconsciously, people continue to have their anxiety aroused, and subconsciously, they also blame the "bleeding heart liberals" for creating such a travesty that a person like Manson could, theoretically at least, be paroled. (oh, another thing they always somehow fail to mention: there is no way in hell any parole board will ever grant Manson his freedom).
