My question: why did they book hotel rooms in the first place?

My guess is that this was done the day of or the day after they knew where the convention was going to be held.

I believe that the location of the convention is known a few years in advance, but size of the delegations are based on the number of registered Democrats as of a particular "registered by" date figured just before primary/caucus season.

In any case, yeah: for an event this size, they block everything out as far out as possible, to make sure that the people needing rooms get rooms.
