UN resolution against torture - some help please understanding legal aspects

UN resolution against torture - some help please understanding legal aspects
As I understand it we have already signed onto the UN convention against torture. All we need is for the congress to ratify it. Then it becomes (as I understand it) a quite powerful legal tool according to the constitution.

So why not just ratify it instead of sending things to the president that he can veto. Can he even veto a ratification of an already signed treaty?

Anyone know more about this process?

1. Not familiar with the particular legal aspects of this resolution.
Treaties have the effect of law, but I suspect that such resolution is less 'powerful.' And ratification may require presidential imprimatur. Dunno. Sorry.

We are subject to/have accepted Geneva conventions, which discuss torture. But these b'tards just don't want to say it.
